Book excerpt: Small, Medium and Micro Enterprises (SMME) play a significant role in an economy. SMMEs are an important source of jobs, entrepreneurial spirit and innovation. However, despite the noted contribution of SMMEs, in many countries they face serious constraints, often resulting in failure. The constraints and economic environment have significant and unequal effects on SMMEs in different industries and in different locations. Constraints have been used, amongst other growth factors, to understand why some SMMEs fail to grow. The aim of this study was to examine the effect of financial constraints on SMME growth and to investigate the moderating effect of microfinance on overcoming, avoiding or mitigating the financial constraints to SMME growth. The study found evidence that the lack of professional financial advisors, lack of access to finance and lack of awareness of financial services and assistance were significant constraints to SMME growth in South Africa. However, beyond knowing the effects or constraints, it is important that entrepreneurs know how they can avoid constraints. The study shows that microfinance provides a way to overcome or mitigate financial constraints for SMMEs that exhibit a constraint to growth. These results imply that microfinance can play a positive role in SMME growth particularly for SMMEs that experience financial constraints. The study also suggests that MFIs and government agencies should provide more information to the public in particular to SMMEs so they can reduce the negative effect of lack of awareness of financial services and assistance on SMME growth.

Recent literature points to a number of factors as obstacles to growth. Inefficient functioning of financial markets, inadequate security and enforcement of property rights, poor provision of infrastructure, inefficient regulation and taxation, and broader governance features such as corruption and macroeconomic stability are discussed without any comparative evidence on their ordering. In this paper, the authors use firm level survey data to present evidence on the relative importance of different features of the business environment. They find that although firms report many obstacles to growth, not all the obstacles are equally constraining. Some affect firm growth only indirectly through their influence on other obstacles, or not at all. Using Directed Acyclic Graph methodology as well as regressions, the authors find that only obstacles related to finance, crime, and political instability directly affect the growth rate of firms. Robustness tests further show that the finance result is the most robust of the three. These results have important policy implications for the priority of reform efforts. They show that maintaining political stability, keeping crime under control, and undertaking financial sector reforms to relax financing constraints are likely to be the most effective routes to promote firm growth.

Small Enterprise Development In South-East Europe presents important findings from recent empirical research on key factors, which hinder sustainable SME growth in South-East Europe. Finance is identified as a critical barrier to growth, and the role of commercial banks, micro-finance institutions and credit cooperatives in assisting growth is addressed. Yet finance alone is not enough. A rebuilding of social capital, a reduction of the unofficial or grey economy, and the promotion of inter-firm networks and clusters are also of vital importance in promoting sustainable growth. The paper provides empirical evidence on the drivers of SME access to finance for a large sample of countries, and identifies key policy priorities for these two regions: economic and institutional stability, competition, public sector size and government effectiveness, credit information infrastructure (e.g., credit registries), the business environment (e.g., legal frameworks for contract enforcement), and financial supervisory and regulatory capacity. The analysis also shows that improving credit information, economic competition, the business environment along with economic development and better governance would help close the SME financial inclusion gap between MENAP and CCA regions and the best performers. The paper concludes on the need to adopt holistic policy strategies that take into account the full range of macro and institutional requirements and reforms, and prioritize these reforms in accordance with each country’s specific characteristics.

It is therefore not surprising that policy makers and researchers, particularly in developing countries have acknowledged SMMEs as an important topic in development policy. Despite their belated discovery by policy makers and their contribution to the economy, their growth remains constrained by a number of key constraints including access to finance. Access to finance has a significant impact on the development or failure of SMMEs. That is to say, finance has increasingly been recognised as a major obstacle in the development of SMMEs. Without finance, SMMEs may not able to develop and sustain their businesses through innovation, hiring of additional staff and the addition of more facilities. The SMMEs sector is known to be very diverse. Indeed, Studies point that there is no single definition of SMMEs, they are defined differently in different contexts and most of SMMEs in Africa operate in the informal sector. This situation has challenged policy makers, making difficult the development of one size fits all policies. The objective in this study is to examine the problem of finance in SMME development and promotion in Africa and more particularly in Gabon and South Africa. The study examined the existing literature on SMMEs in general and more particularly the problem of access to finance in SMME development. The study highlights that SMME's access to finance is constrained by factors such as a lack of information, high interest rates, financial sector policy distortion, the high risk of SMME operations, blacklisting of SMME owners and a lack of government support awareness. In addressing this problem, a number of policies have been developed and include the market developing policies, the market enabling policies and the market harnessing policies.
