Il est donc possible de procéder à une lecture financière de ces réformes afin d'en apprécier l'ampleur et la portée.L'emploi public et les finances publiques sont donc profondément liés : leur mise en perspective dans cette étude doit permettre de révéler la nature et les ambiguïtés de cette relation.
