TransCanada Keystone Pipeline, LP has applied for a Presidential Permit that, if granted, would authorize the proposed pipeline to cross the U.S.-Canadian border at Morgan, Montana. The U.S. Dept. of State prepared this Final Supplemental Environmental Impact Statement to assess the potential impacts associated with the proposed Project and its alternatives. This Statement makes few changes to the conclusion reached in a previously issued report, that rejecting the Keystone XL pipeline would not hinder development of oil sands in Canada (which are emissions-intensive).
