Book excerpt: Excerpt from Commission on State Government Organization Final Report: Judicial, Survey Unit No. 19, December, 1949 They are among the oldest, if not the oldest, of Connecticut courts, going back to colonial times. Originally they were county-wide in extent; beginning in 1719 the first probate districts of'less than a county were established. The process'has continued apace until now there are 120 districts, many only coextensive with the towns where they exist. Each session of the legislature brings forth new bills for_the division of districts. Thus two new districts were authorized by legislation of 1987. This pressure is naturally acute in the larger and richer districts, for the stakes are now known to be literally enormous. This knowledge has only recently become definite through a statute passed in 1941 requiring each probate judge to file with the Secretary of State an annual statement shpwing the gross receipts and itemized costs of his office. Thus the compensation of each judge became a matter of public knowledge, and. The resulting shock at the- amounts invelved is still having repercussions. In 1933, 30 years after the establishment of the force the net expenditure was less than half a million dollars. But the fiscal years ending in 1936 and 1937 brought increases varying between 30 and 50 per cent. Upon the base thus laid, the more gradual additions of the past 10 years have now reached the level. Increased costs for state police stem from two major factors (1) rising salary scales, which in general were desirable, and in any case inevitable; (2) enlarged quotas of state policemen and auxiliary employees, which accompanied a widening in the range of services and a more complete protective coverage, particularly by uniformed patrols.
