Book excerpt: Rice consumption in Africa has increased dramatically over recent decades, growing faster than consumption of any other major staple on the continent. However, apart from Egypt, no African country is currently self-sufficient in terms of rice consumption. FAO implemented the project from May 2014 to December 2019, with the ten ministries of agriculture from the beneficiary countries. The project goal was to develop sustainable and productive rice systems in Africa to increase food security and enhance sustainable development of the rice food chain among smallholder farmers. South-South Cooperation was demonstrated to be an excellent mechanism for pooling resources and efforts in innovation and development processes. Sharing knowledge with decision makers and political consultation at the highest level was useful to reaffirm and update policies strategies and intervention priorities, and to mobilize partners from a large number of countries. Several producers, producer groups and communities successfully moved from subsistence farming to commercial farming by increasing production, reducing post-harvest losses and improving quality of rice through the use of appropriate post-harvest management technologies and equipment.

Book excerpt: This report is a synthesis of the Food and Agriculture Organization of the United Nations (FAO) Office of Evaluation (OED) on evaluations completed from 2019 to 2021 on FAO’s work in the Africa region. It documents FAO’s contribution to results, identifies gaps and emerging issues and lessons learned. The synthesis is organized around the themes of sustainable production and value chain development, food security and nutrition, climate change and natural resources, resilience to threats and crises, and gender equality and empowerment of women. The synthesis used the Programme Priority Areas of the Strategic Framework 2022–2031 to analyse FAO’s contribution to results, finding many positive examples in the Africa region. However, the sustainability of results is a challenge for the region, due to several factors, including capacity constraints of government partners and limitations of FAO project designs. Gaps and emerging issues include the need for guidance on ‘accelerators’ of results, addressing youth as a key priority and new approaches to partnerships with civil society and the private sector. Lessons learned include the importance of good project design, suitably capacitated decentralized offices, effective knowledge management and strategic and inclusive partnerships to achieve results.

Book excerpt: The Mali Africa Research in Sustainable Intensification for the Next Generation (Africa RISING) Baseline Evaluation Survey (MARBES) survey was implemented during May-July 2014 as part of IFPRI’s Monitoring and Evaluation (M&E) of Africa RISING. The Africa RISING program aims to create-through action research and development partnerships-opportunities for smallholder farmers in Africa south of the Sahara to sustainably intensify their farming systems and to improve their food, nutrition, and income security. Initiated in 2012, the program is supported by the United States Agency for International Development (USAID) as part of the U.S. government’s Feed the Future (FTF) initiative. As part of the program, the International Institute of Tropical Agriculture (IITA) leads a sustainable intensification effort focusing on the cereal-based farming systems in the Guinea Savannah Zone of West Africa (Ghana and Mali) and East and Southern Africa (Malawi, Tanzania, and Zambia) while the International Livestock Research Institute (ILRI) leads the research activities focusing on the crop-livestock systems of the Ethiopian highlands. The International Food Policy Research Institute (IFPRI) has been tasked with M&E of the three projects. Mali Africa RISING is being implemented in Bougouni, Yanfolila and Koutiala cercles (the cercle is a type of administrative region), in the Sikasso region of Mali, within the FTF Zones of Influence. The research activities are led by IITA, the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), ILRI, the Asian Vegetable Research and Development Center (AVRDC), and the International Center for Research in Agroforestry or World Agroforestry Center (ICRAF), as well as local partners: L’Association Malienne d’Eveil et de Développement Durable (AMEDD), l'Association Malienne pour la Sécurité et la Souveraineté Alimentaires (AMASSA), and Mouvement Biologique du Mali (MOBIOM). MARBES collected detailed household- and plot-crop level data addressing various topics: employment (agricultural and non-agricultural); health; agricultural land; crop inputs, harvest, storage, and sale; livestock ownership, feed, and water; agriculture-related challenges and coping strategies; credit and off-farm income sources; housing conditions and ownership of various durable assets; subjective welfare and food security; household-level food consumption; non-food expenditure; agricultural shocks; and child and women anthropometry. The community survey collected data on access to basic services; access to extension services; social organizations, mobility, and village-level shocks; access to natural resources; metric conversion units; and prices of crops and food items. MARBES covered 705 households and 20 communities drawn from the three project cercles. Data was collected using structured questionnaires in multiple local languages through Computer Assisted Personal Interviewing, using the Census and Survey Processing System (CSPro).

An unprecedented three-year collaborative effort, the IAASTD involved more than 400 authors in 110 countries and cost more than $11 million. It reports on the advances and setbacks of the past fifty years and offers options for the next fifty years. The results of the project are contained in seven reports: a Global Report, five regional Sub-Global Assessments, and a Synthesis Report. The Global Report gives the key findings of the Assessment, and the five Sub-Global Assessments address regional challenges. The volumes present options for action. Book excerpt: The Flexible Multi-Partner Mechanism (FMM) is a mechanism through which FAO’s resource partners make unearmarked or lightly earmarked voluntary contributions to support achievement of FAO’s Strategic Objectives. OED conducted an evaluation of the current phase of FMM (2018–2021). The purpose of the evaluation was to inform FMM’s main stakeholders about the fund’s overall performance and also inform its next phase (2022–2025). The evaluation assessed FMM’s strategic positioning; effectiveness of the revised governance and implementation arrangements; key contributions to the achievement of FAO’s Strategic Objectives; and the adaptability of FMM to respond to unplanned scenarios and changes. The evaluation found FMM to be of strategic relevance to FAO as a vehicle for financing innovation, under-funded or emerging areas with flexibility to allocate voluntary contributions to FAO priorities. The evaluation also found evidence of catalytic and transformative elements, primarily in past projects. However, there is considerable scope for improving the FMM so that it contributes to results under the new FAO Strategic Framework.
