Book Environmental Impact Analysis Process Final Environmental Assessment Deactivation of 6594th Test Group Hickam Air Force Base Hawaii

Download or read book Environmental Impact Analysis Process Final Environmental Assessment Deactivation of 6594th Test Group Hickam Air Force Base Hawaii written by and published by . This book was released on 1986 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Air Force proposes to deactivate the 6594th Test Group at Hickam Air Force Base (HAFB), Oahu, Hawaii. The 6594th Test Group was established in 1958 to support U.S. Air Force Systems Command missile and space development operations in the Western Pacific area. It also provided support to the U.S. Coast Guard and Honolulu Joint Rescue Coordination Center on an as-available, non-interference basis. The primary impacts will involve personal and municipal economics. The 59 civilians who receive mandatory separations will be without jobs. The 79 who are scheduled to receive a change to a lower grade will be eligible for grade or pay retention and therefore will not receive less income. The impact will be realized in future actions when the employees' pay does not increase as it would had they not been changed to a lower grade. The economic activity of HAFB and its Region of Influence (ROI) will be reduced due to the civilian displacements and by the 500 military personnel who will be departing Hawaii. It is estimated that there will be a decrease in the total economic impact (TEI) of HAFB on its ROI of about 3 %, from $695.5 million (FY 1985) to $671.6 million. There will be a concurrent decrease in economic activity at HAFE, with base retail and commissary sales estimated to decrease 10%, from $78.9 million (FY 1985) to $71 million after deactivation. Housing impacts are reviewed as positive, as 181 on-base and 319 off-base family housing units would become available.

Book excerpt: The Department of the Navy has prepared an Environmental Assessment for the establishment and operation of a Seafarers Training Center within the Hawaii Army National Guard's Kalaeloa Installation, Oahu, Hawaii. Proposed Action includes renovations to Buildings 19, 46 and 1874. In addition, the parking area adjacent to Building 1874 will be used as a staging area for outdoor fire-training, a new 43,000-gallon (163,000-liter) water safety training facility will be constructed in a vacant yard area adjacent to Building 19, and a new general instruction facility will be constructed in the parking lot in front of Building 46. The Proposed Action also includes a lifeboat and davit training facility at the nearby State of Hawaii Kalaeloa Deep Draft Harbor. The Proposed Action would not result in significant impacts on the environment and therefore an Environmental Impact Statement is not required.

Available in PDF, EPUB and Kindle. Book excerpt: DOE analyzed two cleanup and closure alternatives and the No Action Alternative, in accordance with the Council on Environmental Quality regulations implementing NEPA (40 CFR Parts 1500-1508) and DOE's NEPA implementing regulations (10 CFR Part 1021). Under Alternative 1, DOE is proposing to clean up the remaining ETEC facilities using the existing site specific cleanup standard of 15mrem/yr. (plus DOE's As Low As Reasonably Achievable--ALARA-principle) for decontamination of radiological facilities and surrounding soils (Alternative 1). An annual 15-millirem additional radiation dose to the maximally exposed individual (assumed to be an individual living in a residential setting on Area IV) from all exposure pathways (air, soil, groundwater) equates to an additional theoretical lifetime cancer risk of no more than 3 x 10{sup -4} (3 in 10,000). For perspective, it is estimated that the average individual in the United States receives a dose of about 300 millirem each year from natural sources of radiation. However, actual exposures generally will be much lower as a result of the application of the ''as low as reasonably achievable'' (ALARA) principle. Based on post-remediation verification sampling previous cleanups have generally resulted in a 2 x 10{sup -6} level of residual risk. DOE would decontaminate, decommission, and demolish the remaining radiological facilities. DOE would also decommission and demolish the one remaining sodium facility and all of the remaining uncontaminated support buildings for which it is responsible. The ongoing RCRA corrective action program, including groundwater treatment (interim measures), would continue. Other environmental impacts would include 2.5 x 10{sup -3} fatalities as a result of LLW shipments and 6.0 x 10{sup -3} fatalities as a result of emission exhaust from all shipments. DOE would also decommission and demolish the remaining sodium facility and decommission and demolish all of the remaining uncontaminated support buildings for which it is responsible. The SSFL RCRA corrective program (including the ongoing groundwater treatment) would continue. Alternative 1 is DOE's preferred alternative. Under Alternative 2, DOE would clean up the ETEC site using a 0.05-millirem standard. A 0.05 mrem exposure would result in an additional theoretical lifetime cancer risk of no more than 1 x 10{sup -6} to the maximally exposed individual over 40 years. Additional environmental impacts of this alternative include 1.4 traffic fatalities and increased release of particulates. As under Alternative 1, DOE would also decommission and demolish the remaining sodium facilities and all of the remaining uncontaminated support buildings for which it is responsible. Ongoing groundwater treatment (interim measures) and the SSFL site-wide RCRA corrective action would continue. The only difference between Alternative 1 and Alternative 2 is the volume of soil that would need to be excavated in order to meet the annual dose rate. As under the preferred alternative, DOE would also decommission and demolish the remaining sodium facility and decommission and demolish all of the remaining uncontaminated support buildings for which it is responsible. The SSFL RCRA corrective program, (including the ongoing groundwater treatment) would continue. Under the No Action Alternative, DOE would conduct no further cleanup of radiological facilities, soil, or the remaining sodium and other support facilities for which it is responsible. Rather, Rocketdyne, as the owner of the site, would prohibit or control access to contaminated facilities, soil, groundwater, or surface water and would continue groundwater treatment. This alternative is described fully in Section 3.4. DOE initially considered other alternatives that were screened out because they were not considered to be reasonable. These include (1) cleanup of the entire SSFL, (2) the disposal of all radiological facilities as radioactive waste regardless of contamination levels, (3) cleanup of the site to industrial levels, and (4) cleanup of the site to background levels. These alternatives and the reasons why DOE chose to eliminate them from further consideration are discussed.

Book excerpt: The U.S. Department of Energy needs to provide additional cost-effective personal protection and public safety through expanding training and equipment testing facilities at the Volpentest Hazardous Materials Management and Emergency Response Training and Education Center (HAMMER) on the Hanford Site. The U.S. Department of Energy (DOE) has prepared an Environmental Assessment (EA), DOE/EA-1412, for expanding training and equipment testing facilities at the Volpentest Hazardous Materials Management and Emergency Response Training and Education Center (HAMMER) on the Hanford Site, Richland, Washington. Based on the analysis in the EA, and considering tribal and agency comments, DOE has determined that the proposed action is not a major federal action significantly affecting the quality of the human environment within the meaning of the ''National Environmental Policy Act of 1969'' (NEPA). Therefore, the preparation of an Environmental Impact Statement (EIS) is not required.
