If the majority of U.S. citizens lack a higher education, can the U.S. live up to its democratic principles and preserve its political institutions? These questions raise the critical issue of access to higher education, central to which are America’s open-access, low-cost community colleges that enroll around half of all first-time freshmen in the U.S. Can these institutions bridge the gap, and how might they do so? The answer is complicated by multiple missions—gateways to 4-year colleges, providers of occupational education, community services, and workforce development, as well as of basic skills instruction and remediation.To enable today’s administrators and policy makers to understand and contextualize the complexity of the present, this history describes and analyzes the ideological, social, and political motives that led to the creation of community colleges, and that have shaped their subsequent development. In doing so, it fills a large void in our knowledge of these institutions.The “junior college,” later renamed the “community college” in the 1960s and 1970s, was originally designed to limit access to higher education in the name of social efficiency. Subsequently leaders and communities tried to refashion this institution into a tool for increased social mobility, community organization, and regional economic development. Thus, community colleges were born of contradictions, and continue to be an enigma. This history examines the institutionalization process of the community college in the United States, casting light on how this educational institution was formed, for what purposes, and how has it evolved. It uncovers the historically conditioned rules, procedures, rituals, and ideas that ordered and defined the particular educational structure of these colleges; and focuses on the individuals, organizations, ideas, and the larger political economy that contributed to defining the community college’s educational missions, and have enabled or constrained this institution from enacting those missions. He also sets the history in the context of the contemporary debates about access and effectiveness, and traces how these colleges have responded to calls for accountability from the 1970s to the present.Community colleges hold immense promise if they can overcome their historical legacy and be re-institutionalized with unified missions, clear goals of educational success, and adequate financial resources. This book presents the history in all its complexity so that policy makers and practitioners might better understand the constraints of the past in an effort to realize the possibilities of the future.

Performance funding involves tying state support directly to institutional performance on specific outcomes such as rates of graduation and job placement. The principal rationale for performance funding has been that the introduction of market-like forces will prod institutions to become more efficient, delivering "more bang for the buck." Kevin Dougherty, an expert on state performance funding, finds its development puzzling. First, despite the great interest in it, only half the states have ever adopted performance funding for higher education. Moreover, of the states that did adopt performance funding, over half later dropped it. Finally, in the states that have retained performance funding over a long period of time, their programs have undergone considerable changes in the amount of state funding they devote to performance funding and in the content of the indicators they use to allocate that funding. In spite of this, performance funding continues to attract interest as a way of improving educational outcomes. Book excerpt: The landscapes of higher education have been changing rapidly, with enormous growths in participation rates in many countries across the world, and major developments and changes within institutions. But the languages that we need to conceptualise and understand these changes have not been keeping pace. The central argument in this book is that new ways of thinking about higher education, the new languages of its title, are needed to understand the role of universities and colleges in contemporary society and culture and the global economy, new landscapes. Over-reliance on existing conceptualisations of higher education, has made it difficult to understand fully the nature of 21st-century higher education. It may also have encouraged a view that there is no alternative to the development of more marketized forms of higher education. The analysis offered suggests that the future is much more open. It argues that familiar categories, normally accepted as givens, are actually more fluid. 'Systems' of higher education, whether expressed through direct public funding or through regulatory regimes, are being eroded. 'Institutions', often assumed to be to be given enhanced agency by more corporate forms of management and governance), are no longer powerful actors, if they ever were. 'Research', often corralled by assessment and management systems, is becoming more diffuse and distributed. 'Learning', supposedly more focused on skill outcomes and employability, retains a more broadly educative function. The 'publicness' of higher education has not disappeared as public funding has diminished, but taken on new forms. With contributions from leading figures, drawn from a wide range of countries, this book provides an authoritative analysis of many of the major issues which dominate discussion with respect to policy, practice and research in the field of higher education, and it can expect to become a major source book for all who are interested in the development of higher education in the 21st Century.

In the late 1970s three organizations pursued redress in court and in Congress, culminating in the passage of the Civil Liberties Act of 1988, providing a national apology and individual payments of $20,000 to surviving detainees.
