Book excerpt: This book examines the historically unique conditions under which the International Congress of Mathematicians took place in Oslo in 1936. This Congress was the only one on this level to be held during the period of the Nazi regime in Germany (1933–1945) and after the wave of emigrations from it. Relying heavily on unpublished archival sources, the authors consider the different goals of the various participants in the Congress, most notably those of the Norwegian organizers, and the Nazi-led German delegation. They also investigate the reasons for the absence of the proposed Soviet and Italian delegations. In addition, aiming to shed light onto the mathematical dimension of the Congress, the authors provide overviews of the nineteen plenary presentations, as well as their planning and development. Biographical information about each of the plenary speakers rounds off the picture. The Oslo Congress, the first at which Fields Medals were awarded, is used as a lens through which the reader of this book can view the state of the art of mathematics in the mid-1930s.

The history of IUTAM, the International Union on Theoretical and Applied Mechanics, began at a conference in 1922 in Innsbruck, Austria, where von Kármán put forward the idea of an international congress including the whole domain of applied mechanics. In 1946 IUTAM was then formally launched in Paris/France. IUTAM has since time organized more than 24 world congresses and 380 symposia, representing all fields of mechanics and highlighting advances by prominent international researchers. The efforts of IUTAM and its about 50 member countries serve to promote the mechanical sciences and the advancement of human society, addressing many key challenges. In this context, IUTAM preserves important traditions while at the same time recognizing new challenges and adapting its structures and processes accordingly. The first edition of this book was published in 1988. This new book now offers an updated and completely revised edition reflecting the substantial developments in the interim.

In this book, which complements his earlier SpringerBrief "The Turbulence Problem", the author sketches the history of turbulence from the vantage point of its roots (Part I), the basic concepts (Part II) and the formation of a scientific community that regarded turbulence as a research field in its own right (Part III). The focus is in particular on the philosophical and sociological aspects of Wiener’s thought, but these aspects are carefully framed within the context of his scientific journey. Important biographical events, including some that were previously unknown, are also highlighted, but while the book has a biographical structure, it is not only a biography. The book is divided into four chronological sections, the first two of which explore Wiener’s development as a philosopher and logician and his brilliant interwar career as a mathematician, supported by his philosophical background. The third section considers his research during World War II, which drew upon his previous scientific work and reflections and led to the birth of cybernetics. Finally, the radical post-war shift in Wiener’s intellectual path is considered, examining how he came to abandon computer science projects and commenced ceaseless public reflections on the new sciences and technologies of information, their social effects, and the need for responsibility in science.
