Written by leading international scholars with an interdiscplinary perspective, it looks at the prevention programmes and comparative quantitative and qualitative data collection, as well as the impact of culture. It proposes the establishment of a European Observatory on Femicide as a new direction for the future, showing the benefits of cross-national collaboration, united to prevent the murder of women and girls.

With this report, the European Institute for Gender Equality (EIGE) provides a comprehensive analysis of legal responses to counter femicide. The information was collected through desk research, a literature review and a comparative analysis of 109 interviews with professionals and victims from five selected Member States: Germany, Spain, France, Portugal and Romania.

Feminism, Violence, and Representation in Modern Italy traces the use of the word "femminicidio" (or "femicide") as a tool to mobilize Italian feminists, particularly the Union of Women in Italy (UDI). Based on nearly two years of fieldwork among feminist activists, Giovanna Parmigiani takes a broad look at the many ways in which violence inflects the lives of women in Italy. From unchallenged gendered grammar rules to the representation of women as victims, Parmigiani examines the devaluing of women’s contribution to their communities through the words and experiences of the women she interviews. She describes the first uses of the word "femminicidio" as a political term used by and within feminist circles and traces its spread to ultimate legitimization and national relevance. The word redefined women as a political subject by building an imagined community of potentially violated women. In doing so, it challenged Italians to consider the status of women in Italian society, and to make this status a matter of public debate. It also problematized the connection between women and tropes of women as objects of suffering and victimhood. Parmigiani considers this exchange within the context of Italian Catholic heritage, a precarious economy, and long-held notions of honor and shame. Parmigiani provides a careful and searing consideration of the ways in which representations of violence and the politics of this representation are shaping the future of women in Italy and beyond.

Intimate partner violence has received significant attention in recent years, animating political debate, policy and law reform as well as scholarly attention. In bringing together a range of international experts, this edited collection challenges status quo understandings of risk and questions how we can reposition the risk of IPV, and particularly the risk of IPH, as a critical site of global and national security. It brings together contributions from a range of disciplines and international jurisdictions, including from Australia and New Zealand, United Kingdom, Europe, United States, North America, Brazil and South Africa. The contributions here urge us to think about perpetrators in more nuanced and sophisticated ways with chapters pointing to the structural and social factors that facilitate and sustain violence against women and IPV. Contributors point out that states not only exacerbate the structural conditions producing the risks of violence, but directly coerce and control women as both citizens and non-citizens. States too should be understood as collaborators and facilitators of intimate partner violence. This common battery of variables should guide methods for data collection, ensure the gathering of reliable data and result in data comparability across the EU. This report provides the broader context for definitions and variables based on an overview of definitions at both international and Member State levels.
