Yet, the few women who cross over into traditionally male-dominated sectors double their profits. So why don't more women cross over? When parents and husbands support them, women are more likely to cross over. When they lack information on the earnings potential in male-dominated sectors, they are less likely to. This suggests a path to promote women entrepreneurs crossing over. The challenges Ethiopian women face in getting jobs and earning income come from a range of sources. Women start from a more difficult situation than men --without easy access to finance, land, training, education and effective business networks. The share of women in Ethiopia without education is almost twice that of men, which in turn limits women entrepreneurs' ability to grow their businesses. Reducing gender inequalities in education and the labor market could increase annual GDP growth in Ethiopia by around 1.9 percentage points.

Book excerpt: Occupational sector selection is an important determinant of returns for female entrepreneurs. If sectors that are traditionally male owned could provide an opportunity to earn higher returns, then what factors could encourage women to cross over into these sectors or prevent them from doing so? To examine this question, this paper uses data from Ethiopia to compare the firm performance and characteristics of women in male-dominated sectors (crossovers) with women who are in female-concentrated sectors (noncrossovers). The findings show that female-owned enterprises in male-dominated sectors perform better on average than those in female-concentrated sectors, with firms achieving higher profits and having more employees. The descriptive results show that crossovers do not necessarily have more education or greater skills than noncrossovers. Rather, women's relationships and networks, especially those provided through male relatives, and being opportunity-driven entrepreneurs appear to influence the likelihood of entering a more-profitable, male-dominated sector. The study explores the implications and challenges of encouraging female entrepreneurs to enter male-dominated sectors, in an effort to provide new insight into how the earning gap between male and female entrepreneurs can be closed.

The 2021 Labor Force Survey data reveal labor trends since 1999 and underscore these realities. Moreover, COVID-19 and other shocks have reinforced the disconnect between positive macroeconomic trends at a national level and stagnant incomes at the household level. Working Today for a Better Tomorrow in Ethiopia: Jobs for Poor and Vulnerable Households outlines how Ethiopia can leverage its social safety net programs to help poor and vulnerable workers earn more in today’s labor market. The government’s latest development planning policies focus on private sector growth and structural transformation to create more and better jobs. While these long-term reforms take hold, the jobs agenda also must include near-term measures to improve worker productivity in and connect people to jobs that already exist. Complementing cash transfers with capital, training, and other services can help workers earn more in their current work, diversify into new types of employment, or connect to available wage jobs.These investments can have an immediate impact for poor people in Ethiopia while also contributing to sustainable and inclusive development.

Book excerpt: This year’s edition of the Africa Regional Overview of Food Security and Nutrition reports that the food security situation on the continent continues to worsen. For Africa, 20.4 percent of the continent’s population – 257 million people – are undernourished, up from 19.7 in 2016 – 241 million people. In sub–Saharan Africa, there are 237 million undernourished in 2017, up from 222 million in 2016. The worsening situation in Africa is due to difficult global economic conditions and, in many countries, conflict and climate-related disasters, sometimes in combination. Economic growth slowed in 2016 due to weak commodity prices, in particular for oil and minerals. Food insecurity has worsened in countries affected by conflict, often exacerbated by drought or floods, and in Southern and Eastern Africa many countries have been adversely affected by prolonged drought. Notably, several countries have achieved sustained progress in reducing food insecurity in the face of challenging circumstances. The deterioration of the food security situation and the lack of progress towards the WHO global nutrition targets makes it imperative for countries to step up their efforts, if they are to achieve a world without hunger and malnutrition by 2030. The need for greater efforts also emerges clearly from the findings of the inaugural biennial review of progress in implementing the goals of the Malabo Declaration. In addition to specific food security and nutrition policies, this year’s report reviews four important cross-cutting topics, namely, youth employment, remittances, intraregional trade, and climate change. It highlights their interplay with the food system and their role in food security and nutrition. The thematic part of the report presents an evidence–based assessment of the threat posed by more frequent occurrences of climate extremes and rising climate variability to food security and nutrition in the region. Climate change in combination with poor development planning, poverty and environmental degradation increases the risk of a climate event becoming a disaster. A collective approach that combines climate change adaptation with disaster resilient development is an opportunity to address climate and disaster risks within the context of broader development goals.

Book excerpt: Gender gaps in womens’ economic opportunities—labor market and entrepreneurship—have remained high in India. Lack of adequate collateral limits women entrepreneurs’ ability to access formal finance, leaving them to rely on informal sources, constraining their growth. A small-open economy DSGE model is built to investigate the long-run macroeconomic impacts from closing gender gaps in financial access. Results suggest that an increase in women entrepreneurs access to formal credit results in higher female entrepreneurship and employment, which boosts India’s output by 1.6 percent. However, regulations and gender-specific constraints in the labor market limit potential gains as females’ access to quality jobs in the formal sector remains restricted. The paper shows that the factors influencing the number of females are different from those influencing the share of females in formal economic activity. Combining gender-targeted financial inclusion policies with policies that lower constraints on formal sector employment could boost India’s output by 6.8 percent.
