In Russia, local governments have typically stood in the way, be it through taxation, regulation, or corruption. There appears to be two main reasons behind the behavior of local governments in Russia. First, capture by old firms, leading local governments to protect them from competition by new entrants. Second, competition for rents by local officials, eliminating incentives for new firms to enter. The question then is why this has not happened in China. We argue that the answer lies in the degree of political centralization present in China, but not in Russia. Transition in China has taken place under the tight control of the communist party. As a result, the central government has been in a strong position both to reward and to punish local administrations, reducing both the risk of local capture and the scope of competition for rents. By contrast, transition in Russia has come with the emergence of a partly dysfunctional democracy. The central government has been neither strong enough to impose its views, nor strong enough to set clear rules about the sharing of the proceeds of growth. As a result, local governments have had few incentives either to resist capture or to rein in competition for rents. Based on the experience of China, a number of researchers have argued that federalism could play a central role in development. We agree, but with an important caveat. We believe the experience of Russia indicates that another ingredient is crucial, namely political centralization

Book excerpt: The papers in Governance, Decentralization and Reform in China, India and Russia, which were presented at a ZEF conference in May 1999, deal with three critical aspects of governance in China, India, and Russia: political reforms at the local level; fiscal reforms in intergovernmental relations; and legal reforms. The volume collects contributions from 24 outstanding economists, political scientists and legal specialists including Vito Tanzi, Daniel Treisman, Pranab Bardham, Jean Drèze, Katharina Pistor and Kathryn Hendley. Distorted economic and political incentive structures, capture of the state by powerful élites and inoperative legal systems are factors that have greatly complicated the political economy of reform in these three large countries with heterogeneous populations. Addressing these political and institutional issues is essential to designing good policies. One particular goal of this volume is to bring together new analytical insights and empirical evidence on governance, a new and growing field of research. The volume is divided into three parts: fiscal federalism; decentralization and provision of local public goods; and legal reforms. Part I discusses the role of incentives in fiscal federalism. The papers analyze the effects of different revenue-sharing mechanisms between different levels of government, in particular the effects on regional growth and inequality and the incentives that local politicians may have to provide public goods depending on fiscal arrangements with the central government. In adapting their governance structures, all three countries have been striving for increased decentralization. But the theoretical literature suggests that, in a decentralized setting, second-best solutions must prevail: it is not possible to ensure incentive compatibility simultaneously with optimal allocation of resources and a balanced budget in providing public goods. Part II discusses taxation and public expenditure management both as a political and as a budgetary process. Two questions which the papers address are: Does participation of stakeholders and accountability of public authorities improve economic and social outcomes? Does better governance in the provision of basic goods such as health care and education improve equity? While decentralization is often seen as a way to improve the quality of public services, rule-based governance is viewed as a safeguard against the arbitrariness of public officials and weaknesses in law enforcement. The five papers in Part III focus on the rule of law; the role of the judicial system in establishing a rule-based economy; and the effectiveness of legal institutions during the transition from socialism to a market economy. They present overviews of current legal reform issues in the three countries and discuss various conceptual approaches to addressing legal reform issues.

The authors find that the main motivations for closer 21st century cooperation between China and Russia are the declining relative power of the United States and the persistent perceived threat from the United States to both China and Russia. If current trends continue, the authors expect the collaborative relationship between China and Russia to be sustained. Absent major (and likely undesirable) changes in U.S. policy, there is little the U.S. government or Army can do to influence the trajectory of the China-Russia relationship. Book excerpt: Since the end of the Cold War, the improved political and economic relationship between Beijing and Moscow has affected a range of international security issues. China and Russia have expanded their bilateral economic and security cooperation. In addition, Beijing and Moscow have pursued distinct, yet parallel, policies regarding many global and regional issues. Yet, Chinese and Russian approaches to a range of significant subjects are still largely uncoordinated and at times conflict. Economic exchanges between China and Russia remain minimal compared to those found between most friendly countries, let alone allies. Although stronger Chinese-Russian ties could present greater challenges to other states (e.g., the establishment of a Beijing-Moscow condominium over Central Asia), several factors make it unlikely that the two countries will form such a bloc. Unlike during the Cold War, China and Russia no longer fear engaging in a shooting war. For example, the two countries have largely accepted their common border. Yet, tensions persist due to illegal Chinese immigration into Russia, as well the inability of Chinese authorities to halt the spillover of pollution from China into Russia. In particular, Russians worry about the long-term implications of China's exploding population for Russia's demographically and economically stagnant eastern regions, a situation some Russian leaders already consider to be a major security threat. In some respects, China and Russia should be natural energy partners. Chinese energy demand is soaring, and Russia's oil and gas deposits lie much closer to China than the more distant energy sources Africa and the Persian Gulf. Nonetheless, economic and political differences relating to their energy security have continually divided the two countries, reducing the prospects for creating an exclusive energy bloc in Eurasia. For over a decade, Russian military exports to China have constituted the most important dimension of the two countries' security relationship. Russian firms have derived substantial revenue from the sales, which also helped sustain Russia's military industrial complex during the lean years of the 1990s. China's People's Liberation Army (PLA) was able to acquire advanced conventional weapons that Chinese firms could not yet manufacture. This situation is changing. The Chinese defense industry has become capable of producing much more sophisticated armaments. Moscow confronts the choice of either seeing its Chinese market decrease dramatically or agreeing to sell even more advanced weapons to Beijing with the risk of destabilizing military force balances in East Asia. In their public rhetoric, Chinese and Russian leaders appear the best of friends. They speak as if they share a comprehensive vision of the direction in which they want the world to evolve over the next few years. Their joint statements call for a multi-polar international system in which the United Nations and international law determine decisions regarding the possible use of force. Chinese and Russian government representatives also stress traditional interpretations of national sovereignty rather than the promotion of universal democratic values or other ideologies. Yet, Beijing and Moscow continue to differ on important global issues, including ballistic missile defense (BMD) and military operations in space.

Book excerpt: The local self-government movement in China began in the late Qing, and by the Revolution of 1911 no less than five thousand self-government councils had formed around the country. While the idea of a federated state was cherished by early revolutionaries, a growing conflict between federalist and centralist leaders culminated in the defeat of federalism in the mid-1920s. The story of this movement has since remained hidden behind Nationalist and Communist accounts of the early revolutionary struggle. This study of Chen Jiongming's political career reopens the record on federalist efforts, focusing on Chen's policies and administrative achievements in Fujian and Guangdong. It describes Chen's role in the tumultuous politics of southern China from 1909 until his death in 1933, including his relationship and notorious break with Sun Yat-sen, the leader of the centralist revolutionaries. Leslie Chen argues that his father's attempts to create a democratic, federalist system in Guangdong were aimed at providing a model for China as a whole. His account is lively and readable; it gives an intimate, yet historically accurate, account of Chen Jiongming's considerable role in early twentieth-century Chinese history. Leslie Chen was born in Guangdong, China. In 1988 he compiled "A Collection of Historiographic Materials for a Biography of Chen Chiung-ming Jiongming], 1878-1933." He has published two Chinese-language biographies of Chen Jiongming.

Book excerpt: This paper examines how regional disparities have evolved in Russia and how Russia’s system of intergovernmental fiscal relations is managing these disparities. Regional disparities have fallen over the past two decades but remain relatively high. Socioeconomic outcomes remain worse in lagging regions despite faster growth and convergence in income levels. The twin shocks of COVID-19 and lower oil prices appear to have impacted richer regions disproportionately. Compared to other large countries with federal systems of government, Russia stands out with its high reliance on direct taxes as a revenue source for its regions. Transfers from the federal budget to the regions provide some redistribution by reducing the dispersion in real per capita fiscal spending, but also tend to be associated with lower growth. The Russian fiscal system offers degrees of redistribution and risk sharing of around 26 and 18 percent, respectively—with in-kind social transfers contributing the most. Finally, federal transfers in the aggregate tend to be procyclical and are also fairly unresponsive to shocks to regions’ own revenues.
