Book excerpt: Though these countries vary significantly in both their federal institutions and labour market policies, they all seek to define a relatively coherent approach for federal and sub-unit governments in a policy field where collaboration and coordination appear unavoidable. In some cases, such as Germany, collaboration is highly developed and policies are ambitious and integrated; in others, such as Switzerland, diversity and decentralization are privileged and policies remain fragmented. Finally, there are countries such as the United States that do not grant much importance to labour market policies. these five federations and so help us understand how political institutions and public policies are inter-related. Federalism and labour market policies certainly influence each other, but there is no simple relationship between them. Comparing different governance and employment strategies is nevertheless very instructive because it shows the range of approaches and policies that are possible in federal countries.

Specialists from a variety of fields and disciplines examine the relation between Canada's changing political economy and its social welfare and labour market policy. These essays analysing continuities and discontinuities in policy emerged from research that initially was presented at the 5th Conference on Social Welfare Policy held at Bishop's University in 1991, and that since then has been revised to reflect the situation of the mid-1990s. Part I introduces the three broad areas explored in the volume. Part II addresses new trends in Canadian political economy and their relation to public policy. Part III analyses social welfare policy. Of the essays included, several investigate the democratizing of the Canadian welfare state and controversies in the conception and definition of poverty. Others address the AIDS crisis, health policy, and social policy issues that primarily affect women, children, and native peoples. In Part IV recent Canadian labour market policies are investigated and appraised, and alternatives suggested or evaluated. In labour market policy, this approach is reflected in the widespread emphasis on flexibility - a euphemism for the retrenchment of income support and social security, the relaxation of labour market regulations, and the enhanced power of private actors to determine the terms of the employment relationship. These strategies have had marked effects on labour market outcomes, leading to greater vulnerability and polarization - and not always in ways that enhance worker-centred flexibility. The authors offer a more balanced analysis of the functioning and effects of labour market regulation and deregulation. By questioning the underpinnings of the flexibility paradigm, and revealing its often damaging impacts (on different countries, sectors, and constituencies), they challenge the conclusion that unregulated market forces produce optimal labour market outcomes. The authors conclude with several suggestions for how labour policy could be reformulated to promote both efficiency and equity.
