Federalism has been used as a tool of conflict resolution in a number of conflict situations around the world. The results of this have been mixed at best, with some countries moving slowly to the paths of peace and recovery, while others have returned to violence. This volume looks at a number of case studies in which federalism and decentralization have been promoted in order to bring opposing groups together and protect the territorial integrity of different countries. Yet, it is demonstrated that this has been incredibly difficult, and often overshadowed by wider concerns on secession, de and re-centralization and geopolitics and geoeconomics. While federalism and decentralization might hold the key to keeping war-torn countries together and bringing hostile groups to the negotiation table, we nevertheless need to rethink under which conditions territorial autonomy can help to transform conflict and when it might contribute to an increase in conflict and violence. Federalism alone, so the key message from all contributions, cannot be enough to bring peace – yet, without territorial solutions to ongoing violence, it is also unlikely that peace will be achieved. The chapters in this book were originally published as a special issue of Ethnopolitics.

Book excerpt: There is a growing recognition that fundamental changes are happening in Indian fiscal federalism ex post the abolition of the Planning Commission, the creation of the National Institution for Transforming India (NITI) Aayog, the constitutional amendment to introduce the Goods and Services Tax (GST), the establishment of the GST Council, and the historically high tax devolution to the states based on the 14th Finance Commission's recommendations. Recently, policymakers and experts have raised a few issues, including: whether or not to make Finance Commissions "permanent" or to abolish them by making the tax devolution share constant through a constitutional amendment; the need for an institution to redress spatial inequalities in order to fill the vacuum created by abolishing the Planning Commission; and making the case for Article 282 of the constitution to be circumscribed. The debates are also focused on whether there is a need to establish a link between the GST Council and Finance Commissions, and if India should devise a mechanism of transfer that is predominantly based on sharing of grants for equalization of services rather than tax sharing. Creating a plausible framework for debt-deficit dynamics while keeping the fiscal autonomy of states intact and ensuring output gap reduction and public investment at the subnational level without creating disequilibrium were also other matters of concern. These debates are significant, especially when a group of states came together for the first time ever to question the terms of reference of the 15th Finance Commission amid growing tensions in federal-state relations in India.

Book excerpt: More than any other theological tradition, Reformed federalism has recognized the importance of the biblical teaching on the covenants in its system of doctrine. This tradition came to mature confessional status in the writing of the Westminster Confession of Faith (and Catechisms). The place of the Westminster tradition within the stream of Christian history and theology is remarkable indeed. Westminster not only gained recognition as the epitome of Calvinist teaching at the close of the Protestant Reformation (the middle of the seventeenth century), it also earned the reputation for precision and comprehensiveness in doctrinal formulation. It became the measure by which biblical interpreters defended their systems of doctrine - either in agreement or disagreement with the theology of the Westminster divines. These writings are the climax of three decades of research and study, and they appear as the third in the series of collections published by Wipf and Stock, beginning with Covenant Theology in Reformed Perspective, followed by Gospel Grace: The Modern-day Controversy. The critical teaching in dispute in each of these studies is the classic Protestant antithesis between the Law and the Gospel, what serves as the basis for the Reformed doctrine of the twofold covenants, the Covenant of Works and the Covenant of Grace. Protestant-Reformed Orthodoxy now stands at the crossroads; the plight of Westminster Seminary (East and West) is merely illustrative of the depth and the intensity of the contemporary theological dispute, one impacting the future of Protestant evangelicalism as a whole. The battle is between historic Reformed-Protestantism and modern-day revisionism of a radical sort. The rapid rise of postmodernism (or nonfoundationalism) is indicative of the rapidly changing mood and posture in ("evangelical") biblical scholarship at the opening of this third millennium of Christian interpretation. Without question, the modern church continues to loose her biblical moorings. Forsaking the basic theological convictions of the Protestant Reformation it has attempted to subject the Word of God to vigorous academic (i.e., "scientific") investigation (the return of rationalism). In doing so, it has abandoned the Scripture principle, which recognizes the uniquely authoritative and inerrant character of the Word of God. Lost in the shuffle is the uncompromising proclamation of the one, true Gospel - the Gospel of justification by grace through faith alone. Lost also is the doctrine of the perspicuity of Scripture. Nothing less than a new Reformation in our day will halt travel down the road leading to destruction. --From the Preface
