Use of the spectrum is vital to the security and welfare of the Nation and to the conduct of its foreign affairs. This use exerts a powerful influence upon our everyday lives, in countless ways, annually contributing significantly to the Nation's growth and economy. The radio spectrum is a limited natural resource which is accessible to all nations. It is imperative that we develop and administer our use of this resource wisely so as to maintain a free democratic society and to stimulate the healthy growth of the Nation, while ensuring its availability to serve future requirements in the best interest of the Nation. Therefore, consistent with our international treaty obligations and with due regard for the rights of other nations, the national objectives for the use of the radio spectrum are to make effective, efficient, and prudent use of the spectrum in the best interest of the Nation, with care to conserve it for uses where other means of communication are not available or feasible. This revised NIA report details the policies and plans geared towards government oversight of the national radio spectrum, an asset we cannot afford to overlook.

However, nearly all usable spectrum has been allocated either by NTIA for federal use or by the Federal Communications Commission (FCC) for commercial and nonfederal use. Federal initiatives are under way to identify federal spectrum that could be repurposed or possibly shared by federal users or wireless broadband providers and other nonfederal users. This statement discusses how NTIA manages spectrum to address governmentwide spectrum needs and the steps NTIA has taken to repurpose spectrum for broadband. As part of an ongoing review, the statement also discusses preliminary information on the factors that prevent spectrum sharing and actions that can encourage sharing and efficient spectrum use. This testimony is based on GAO's prior work on federal spectrum management and ongoing work on spectrum sharing. GAO analyzed NTIA processes, policies and procedures, and interviewed relevant government officials, experts, and industry stakeholders. "

Book excerpt: In response to a congressional request, GAO provided information regarding the: (1) Federal Communications Commission's (FCC) management of the radio frequency spectrum used by the private sector and state and local governments; and (2) National Telecommunications Information and Administration's (NTIA) management of the radio frequency spectrum used by the federal government, and its view of FCC management. GAO found that: (1) FCC and NTIA did not maintain an inventory of unused radio frequencies because they believed that the information was already available from other sources; (2) on June 1, 1988, FCC compiled 18 inventories of unused and lightly used radio frequencies in response to a congressional request; (3) FCC and NTIA used the public interest provisions of the Communications Act of 1934 as criteria in allocating frequencies; (4) FCC believes that a long-range plan for anticipating demand and setting aside spectra to meet demand would not yield any benefit due to constant technological changes; (5) NTIA believes that FCC could benefit from developing a long-range plan and participating in NTIA efforts to develop a national spectrum management plan; (6) while FCC relied on its licensing requirements to ensure efficient use of assigned radio frequencies, NTIA monitored frequency usage; (7) although FCC has not conducted an evaluation or study of its radio spectrum management within the past 10 years, eight studies conducted by individual staff members showed that the traditional FCC rule-making approach was time-consuming and difficult to adjust to changing conditions, failed to provide necessary information for evaluating competing services, and hindered introduction of new technologies; and (8) NTIA funded three contractor spectrum management studies to obtain necessary information for long-range spectrum planning.
