Book Federal Government Real Estate Leasing

Download or read book Federal Government Real Estate Leasing written by Robert C. MacKichan and published by . This book was released on 2021 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal Government Real Estate Leasing is the practical guide you need for federal government real estate lease formation and performance. Whether you are already experienced in federal government leasing or you are a commercial real estate landlord looking to break into the government space, this guide will provide you with the most important rules of the road, as well as practical pointers in navigating the oftentimes confusing world of federal leasing.Federal Government Real Estate Leasing includes analysis of recent developments on government lease administration, new rules and templates, and discussions of some of the more important U.S. Court of Federal Claims decisions addressing federal leasinggovernment leasing policy, the rules of the road for contracting with the federal government, and lease elementscommon lease administration issuesfederal leasebacksThe federal government is the largest single lessee of space in the United States and federal government tenants are backed by the full faith and credit of the U.S. government. But leasing to the federal government is not without its risks and complications. Federal government leases are government contracts, and the federal government attaches a number of requirements and conditions through the contracting process. Commercial landlords may be unfamiliar with a number of these government-specific requirements. Similarly, the government has its own processes for awarding leases, resolving disputes during the term of the lease and addressing the sale of an asset with a government lease that will likely be foreign to commercial real estate practitioners.Austerity measures adopted by the government in an attempt to rein in costs have led to a smaller universe of government leases. This, in turn, has led to increased competition for a piece of the shrinking government leasing business. In this atmosphere of increased competition, contracting officers have become more sophisticated and discerning in their procurement decisions. How, then, should landlords approach government leasing in this environment of heightened scrutiny and competition? This guide is a primer for those new to government leasing, as well as a resource for more experienced federal real estate practitioners, government contracting officers, and leasing specialists.Federal Government Real Estate Leasing is written by experts in the field Robert C. MacKichan Jr., a partner in Holland & Knight's Washington, D.C., office and the leader of the firm's GSA Leasing and Federal Real Estate Team, and Gordon N. Griffin, an attorney also at Holland & Knight's Washington, D.C., office, who advises federal real estate clients on U.S. government procurement practices and lease disputes under the Contract Disputes Act.

Book excerpt: threats from foreign sources that may target their information systems and affect the physical security of the occupants. GAO was asked to examine GSA's lease of high-security space from foreign owners. This report addresses (1) what is known about foreign ownership of high-security space leased by GSA, (2) potential risks posed by such foreign ownership, and (3) policies and procedures regarding GSA's leasing of space from foreign-owned entities. GAO reviewed GSA's leasing documents; identified and checked ownership information regarding high-security leased space to the extent possible using data, as of March 2016, from a firm that specializes in analyzing the commercial real estate market; interviewed GSA and federal foreign investment officials, tenant agencies that were occupying space owned by foreign entities, and five real estate companies that lease space to GSA or provide related services; and visited three foreign-owned high-security leased facilities selected to represent a variety of owners and tenants.

Book General Services Administration Lease Procurement

Download or read book General Services Administration Lease Procurement written by Nathan Roger Boyer and published by . This book was released on 2009 with total page 65 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2009's fragile real estate market, many developers are looking for safe investments for their invested capital. Developers are looking to the federal government, specifically the General Services Administration, for growth and safety. The General Services Administration (GSA) is the contracting body of the U.S. federal government. It is the nation's largest public real estate organization. It leases space from private developers in over 7,100 facilities across the United States comprising office buildings, border patrol stations, courthouses, warehouses, clinics, post offices and many other uses. The GSA pays over $4.6 billion in rent to landlords annually on nearly 181 million square feet of space. GSA is authorized by law to acquire, manage, utilize, and dispose of real property for most federal agencies. The thesis is primarily based on interviews conducted with industry professionals: developers, financiers, brokers, and GSA contracting officials. It looks at the opportunities and challenges of working with the General Services Administration on new lease construction build-to-suits. It focuses on four areas; 1) the lease procurement process; 2) opportunities for new procurements in 2009's market; 3) developer financed new lease construction build-to-suit projects; and 4) opportunities and challenges of financing projects in 2009's credit crunch.
