Book excerpt: In its role as advisor to the President, the Congress, and the Office of Juvenile Justice and Delinquency Prevention (OJJDP) on juvenile justice issues, the Federal Advisory Committee on Juvenile Justice (FACJJ) established subcommittees to develop recommendations for consideration by the full FACJJ that address four areas of major concern to the juvenile justice community. The Evidence-Based Youth Justice Practices Subcommittee's recommendations relate to the study, dissemination, and effective implementation of youth justice-focused programs. The subcommittee looked at the need for evidence-based programs and evidence-based practices, referring to both as EBPs, and the need to bridge the gap between research and practice. The subcommittee stressed that more needs to be done to integrate positive youth development outcomes into EBP work along with reducing negative behaviors. The subcommittee encourages the integration of EBPs into the larger justice framework that views youth, the community, and those affected by crime as equally important customers of the juvenile justice system. The FACJJ recommends that OJJDP take a leadership role in assessing strategies for implementing EBPs systemwide, promoting the development of new practice strategies and resources, emphasizing the need to implement practices and programs based on research about what works, collaborating with other agencies and organizations that work with and support youth and families, and supporting EBPs that can reduce racial disparities in the juvenile justice system.

Book excerpt: The concerns highlighted in this report were derived from a questionnaire sent to states and territories and reflect national as well as individual state and regional concerns about juvenile delinquency and crime. Although the wide ranging responses to the questionnaire made it clear that states and territories experience different problems, the issues discussed here represent the most serious juvenile justice problems facing the nation today. Although juvenile crime rates have declined in recent years, the focus on delinquency prevention has also waned. However, this is not the time to cut back on efforts to prevent juvenile crime; rather, it is the time to maintain focus on prevention and make it a national priority. Prevention programs work. They cost less than high end intervention efforts, protect the public, and help improve young people's lives. Moreover, serious juvenile justice problems remain and new ones continue to emerge. For example, the number of minority youth in all stages of the juvenile justice system remains disproportionate and troubling. The number of juvenile female offenders has increased significantly, but there is a lack of gender specific programming to deal with them. Likewise, many youth in the juvenile justice system suffer from both mental health and substance abuse disorders, and the services available to treat them are seriously inadequate. It is important not to lose the ground gained over the past several decades in developing prevention programs that keep youth from even once making contact with the juvenile justice system. The President and Congress must lead the nation in making delinquency prevention a priority once again. [Report produced by the Federal Advisory Committee on Juvenile Justice.].

Book excerpt: "In light of the stigma and discrimination experienced by lesbian, gay, bisexual, questioning, gender nonconforming, and transgender ("LGBQ/GNCT") youth that leads to criminalization and overrepresentation in the juvenile justice system, the Lesbian, Gay, Bisexual and Transgender ("LGBT") Subcommittee of the Federal Advisory Committee on Juvenile Justice ("FACJJ") was formed to recommend innovative ideas and strategies to the Department of Justice ("DOJ") to advance juvenile justice reform for LGBQ/GNCT youth. While the FACJJ's efforts to support all youth benefit LGBQ/GNCT youth, there are many other steps that the federal government can take to address the unique harms that they experience. The recommendations were formulated by the members of the LGBT subcommittee, which is comprised of 3 members of the FACJJ and 18 leaders from across the country with a diverse array of experience. They include policy professionals, social science researchers, public defenders, probation officers, advocates, and state and local civil servants -- all of whom work with and/or identify as LGBQ/GNCT youth. The recommendations focus on actions that the Office of Juvenile Justice and Delinquency Prevention ("OJJDP") can take to support state and local juvenile justice reform through federal action and by providing a roadmap for how a model juvenile justice system would address the needs of LGBQ/GNCT youth."--Introduction.
