Book Feasibility of Priority Lane Pricing on the KATY HOV Lane

Download or read book Feasibility of Priority Lane Pricing on the KATY HOV Lane written by and published by . This book was released on 1998 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the circumstances under which congestion pricing of an HOV lane might be appropriate, as well as the operational, legal, and public acceptance issues that bear on feasibility. Use of the I-10 (Katy Freeway) HOV lane is restricted to vehicles with three or more occupants (HOV3+) during the peak hours daily because the original HOV2+ eligibility produced demands approaching capacity and thus significant loss in operating speeds. However, the HOV3+ restriction results in significant excess capacity. In order to move more people during the peaks, METRO and TxDOT are considering allowing HOV2s to "Buy-in." The feasibility analysis shows that there is adequate capacity for up to 600 HOV2s during each peak period. Legal feasibility rested on three issues: 1) authority to toll, 2) authority to enforce, and 3) ability to receive revenues. Critical steps for achieving public acceptance include: 1) understanding historic public feedback nationally, 2) understanding local opinions (both users and general public), 3) developing a public education/information campaign, and 4) developing support among local officials. The approach to establish a pricing policy in Houston involved the following: 1) develop the pricing objectives, 2) determine relevant local mobility prices and related tolling practices, and 3) establish an initial strategy and setting an adjustment policy. The feasibility research has been completed and implementation plan prepared. The transit authority board and the state transportation commission have voted to proceed with a one-year trial beginning in 1997.

Book Tolling Practices for Highway Facilities

Download or read book Tolling Practices for Highway Facilities written by Linda M. Spock and published by Transportation Research Board. This book was released on 1998 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: This synthesis will be of interest to administrative and financial officials of toll authorities, as well as members of the governing boards of these agencies. It will also be of interest to state departments of transportation and to legislators who are exploring innovative methods for financing major highway facilities. This synthesis also provides useful information for bonding and other financial institutions. It presents information on the current tolling policies and practices employed by highway, bridge, and tunnel tolling authorities throughout the United States. This report of the Transportation Research Board presents a profile of the traditions, pricing practices, and operational aspects of the tolling industry. Based on information derived from survey responses from 41 toll organizations, representing over 90% of annual U.S. toll transactions, the research for the synthesis indicates that the tolling industry employs a wide range of policies and practices, including many innovative approaches, used in response to the need to provide improved highway facilities. Case studies of several selected innovative tolling practices are discussed: variable/congestion pricing; high- occupancy toll, or HOT lanes; public-private partnerships; interagency partnerships; and others such as state infrastructure banks (SIBs), shared resource agreements, and transportation utility fees. Detailed information on the experience of states with privatization of highway facilities is also presented. A unique summary of the future issues to be addressed in the tolling industry as gleaned from the survey concludes the document.

Book Staffing and Training Needs for Managed Lane Facilities

Download or read book Staffing and Training Needs for Managed Lane Facilities written by Brooke R. Ullman and published by . This book was released on 2005 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: A managed lane facility is one that increases freeway efficiency by packaging various operational and design actions. Operating agencies may adjust lane management operations at any time to better match regional goals. However, as a new concept in operating freeways, managed lanes has a limited experience base, creating a knowledge vacuum in emerging key areas that are critical for effective implementation. The potential complexities associated with user groups and operational options will require agencies to have an appropriate number of qualified staff to ensure adequate oversight of operations and to ensure satisfactory customer service to the users. Thus, the task documented in this report identifies those staffing needs related to operational options and training that might be required to ensure those staff are fully prepared to perform their duties to the satisfaction of both the agency and the customer. Other issues addressed are the roles of job positions within the framework of managed lanes, the competencies required of those positions, and accessibility to appropriate training, education, and technical assistance to ensure these needs are met.

Book The Transportation land Use Connection

Download or read book The Transportation land Use Connection written by Terry Moore and published by American Planning Association. This book was released on 2007 with total page 432 pages. Available in PDF, EPUB and Kindle. Book excerpt: Communities that integrate transportation and land-use policies are better able to manage growth, improve the efficiency of travel, and contain infrastructure costs. Highways have shaped America's growth--and will continue to do so--but highways have a big problem: congestion. Building more roads rarely solves this problem, at least, not for long, but changes in the way we approach transportation and land-use planning might. This report examines the need for public-sector investment in land-use and transportation development and the tools and techniques planners can use to integrate transportation and land use. It looks at the forces shaping cities and their transportation systems, frameworks for evaluating transportation and land-use policies, and the role of regional comprehensive plans. The book's unique format makes it easy to skim, gleaning the basics and finding the specific information you need. Appendices cover congestion pricing, microeconomic analysis, benefit-cost analysis, and more.

Book Traveler Response to Transportation System Changes

Download or read book Traveler Response to Transportation System Changes written by John E. Evans and published by . This book was released on 2003 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: This chapter focuses on automobile-oriented pricing, including discussion of its impact on other travel modes. The emphasis is on areawide, corridor, and individual facility pricing schemes for urbanized areas, although one particularly instructive example of an intercity value pricing project is offered. Toll roads with static pricing are not considered within the realm of road value pricing or the scope of this chapter, but are looked to for specific relevant lessons. Pricing of parking, which can have similarities to road value pricing, is covered in Chapter 13. This chapter, Chapter 14, will be of interest to transit and transportation planning practitioners; educators and researchers; and professionals across a broad spectrum of transportation agencies, metropolitan planning organizations, and local, state, and federal government agencies.
