Book excerpt: This report analyzes the main variables affecting a toll highway project, and develops mathematical models that describe their behavior. These models can serve as a tool in the decision-making process during the planning and operation of the facility. This study focuses on the development of a toll traffic estimation model based on the attributes of the highway and the elasticity of the demand. The goal is to estimate the amount of traffic that could be diverted to the toll facility in an existing corridor with a free access road as an alternate route. Some possible methods to estimate the toll price are discussed as well as an analysis to determine the optimum toll. The Mexican experience is used as a case study to develop empirical models.

Book excerpt: This is the first in a series of six research reports focusing on the process of preparing and evaluating feasibility studies for private toll road projects in Texas. At present, one of the requirements for preliminary approval of a private toll road by the Texas Transportation Commission is that the Commission must find, on the basis of a feasibility study submitted by the sponsors of a private toll road project, that the project will be financially viable. An attempt to evaluate the financial viability of one private toll road project seeking preliminary approval by the Commission revealed some problems in the evaluation process, stemming from an inadequate list of the data and information that should be included in the required feasibility study, and an imprecise definition of financial viability. The overall objective of this research project is to develop improved procedures for TxDOT's use in determining whether a proposed private toll road project will be financially viable. This report describes the data and information that other states, investment banks, and rating agencies require in feasibility studies for private toll roads.

Book excerpt: This study considers the feasibility of options for a new system of charging for road use in the UK, in order to make better use of road capacity and to help reduce traffic congestion. This would mean moving away from the current motoring taxation system and introducing a variable charging system depending on the level of road congestion. Issues discussed include: public attitudes, travel trends, options for national road pricing, institutional aspects of implementation, possible interim options to a national scheme, including the UK lorry road user charging scheme and local congestion charging pathfinder schemes. Amongst the report's conclusions, it finds that national road pricing is becoming feasible in the medium-term (in 10 to 15 years) and could meet the Government's objectives. However, its successful implementation requires the promotion of a greater degree of public acceptance. Although a national scheme is still some years off, a number of practical steps can be taken now in preparation, including promoting a public debate to inform and raise awareness, with research into road users' behaviour and implications for business; working with car manufacturers in the development of vehicle technology standards; and working with local authorities on introducing local charging schemes to tackle congestion problems. Book excerpt: This paper examines the circumstances under which congestion pricing of an HOV lane might be appropriate, as well as the operational, legal, and public acceptance issues that bear on feasibility. Use of the I-10 (Katy Freeway) HOV lane is restricted to vehicles with three or more occupants (HOV3+) during the peak hours daily because the original HOV2+ eligibility produced demands approaching capacity and thus significant loss in operating speeds. However, the HOV3+ restriction results in significant excess capacity. In order to move more people during the peaks, METRO and TxDOT are considering allowing HOV2s to "Buy-in." The feasibility analysis shows that there is adequate capacity for up to 600 HOV2s during each peak period. Legal feasibility rested on three issues: 1) authority to toll, 2) authority to enforce, and 3) ability to receive revenues. Critical steps for achieving public acceptance include: 1) understanding historic public feedback nationally, 2) understanding local opinions (both users and general public), 3) developing a public education/information campaign, and 4) developing support among local officials. The approach to establish a pricing policy in Houston involved the following: 1) develop the pricing objectives, 2) determine relevant local mobility prices and related tolling practices, and 3) establish an initial strategy and setting an adjustment policy. The feasibility research has been completed and implementation plan prepared. The transit authority board and the state transportation commission have voted to proceed with a one-year trial beginning in 1997.
