The IPM-innovation development process is incomplete without the diffusion and adoption of IPM methods by the end users, and through its consequences. In spite of all the efforts in the developed and developing countries, the adoption of IPM is still low with few exceptions. The book covers the underlying concepts and methodologies of the diffusion of innovation theory and the program evaluation; and reviews the progress and impact of IPM programs implemented in the industrialized, the green revolution and the subsistence agricultural systems of the world. Book excerpt: Chemical production, use and disposal will continue to increase worldwide; assessments and forecasts predict that global chemical sales will grow by about 3 percent per year until 2050, the major part of which will take place in Asia. South-East Asian countries in particular have shown strong industrial growth in agriculture during the last two decades. Many countries in Southeast Asia lack the capacity to handle chemicals management issues and are in great need to develop institutions, legislation, knowledge and general awareness. The countries face many challenges in the area of chemicals management, in particular pesticide governance. The intensive and often insufficiently controlled use of pesticides in the large agriculture sector is a major part of the issue. The programme “Towards a Non-Toxic Environment in South-East Asia” was designed and funded by Sida and coordinated by KemI. It was implemented in association with the FAO RAP; PAN-AP and TFA, which aimed to reduce health and environmental risks by monitoring, regulating and managing agricultural, industrial and consumer chemicals around the . This evaluation assessed the role and contributions of FAO against the programme outcome-level results: (i) strengthened regulatory framework for the control and registration of pesticides; and (ii) adoption and economic benefits of the community-level Farmer Field School (FFS) activities in all partner countries within Phase II. In addition, the evaluation assessed FAO’s work on gender mainstreaming, communication and follow-up actions taken in response to the 2016 mid-term evaluation.

Book excerpt: One of the world’s greatest challenges is to feed a growing human population in an effective, sustainable and environmentally conscious manner. In the Asia-Pacific, agri-food production is greatly impeded by a speciose complex of transboundary pests and pathogens (TPP). Integrated pest management (IPM), a sequential decision-making process founded upon agro-ecological principles and aimed at reducing pest-induced losses with minimal (if any) reliance upon chemical toxins, is tailor-made to resolve the impact of TPP. This technical paper draws upon the results of online surveys and systematically maps the lay-out and inclusiveness of national plant protection programmes. It examines whether IPM is being used optimally used to tackle recent invasions of the fall armyworm (FAW) (Spodoptera frugiperda). By juxtaposing countries’ FAW programme priorities with their in-house capabilities, this technical paper puts forward several tactical interventions to fill capacity gaps, mobilize technical expertise, redraw IPM legislation and spotlight earlystage biological control successes. As such, this work provides invaluable guidance to future efforts to upscale naturefriendly technologies across the Asia-Pacific. No doubt, the net positive monetary, environmental and societal dividends of such approaches will yield enormous returns on future investments.

Book excerpt: The paper reviews the literature on the characteristics and impact of opinion leaders on the diffusion of new knowledge, concluding that there is no clear evidence on whether opinion leaders are more effective if they are similar in socioeconomic attributes to the other farmers rather than superior to would be followers. A multivariate analysis of the changes in integrated pest management knowledge in Indonesia among follower farmers over the period 1991-98 indicates that opinion leaders who are superior to followers, but not excessively so, are more effective in transmitting knowledge. Excessive socioeconomic distance is shown to reduce the effectiveness of diffusion. The paper then derives operational implications of the empirical results.

Their evaluation focuses on whether participation in the program has improved yields and reduced pesticide use among graduates and their neighbors who may have gained knowledge from graduates through informal communications. The authors use panel data covering the period 1991-99 in Indonesia. Their analysis, employing a modified "difference-in-differences" model, indicates that the program did not have significant effects on the performance of graduates and their neighbors. The authors discuss several plausible explanations for this outcome and suggest recommendations for improvements.
