The second section deals with the review of impact assessments of fishing activities on the marine habitat. Representative examples of sustainable fishing technologies and practices are dealt with in the third part and finally the fourth and final section deals with the introduction and implementation of sustainable technologies and practices.

Book excerpt: The Expert Consultation was convened by FAO in order to elaborate a framework for technical guidelines on the economic, social and institutional considerations (e.g. information processes and approaches) needed in the application of the ecosystem approach to fisheries management (EAF). The Expert Consultation provided specific guidance for the finalization of a technical paper based on a revision and elaboration of the background document presented and produced a detailed outline for the preparation of new technical guidelines. The Expert Consultation also noted the need to clearly explain the current interpretation of the term EAF, expressing the ideas of a holistic, participatory and integrated approach to fisheries management. The Expert Consultation recognized that the move towards EAF would, in many instances, be accomplished on an incremental and adaptive management basis in view of each specific context being addressed.

Book excerpt: The Expert Consultation on the Development of the Sustainable Aquaculture Guidelines was held in Rome, Italy from 17 to 20 June 2019 to come out with a proposal for developing the Sustainable Aquaculture Guidelines to be presented in August 2019 at the tenth session of the Sub-Committee on Aquaculture of the Committee on Fisheries (COFI). The specific objectives of this Expert Consultation were to propose criteria for selecting case studies aimed at providing lessons learned for the development of the Sustainable Aquaculture Guidelines, and methodologies for documenting the case studies, for analysing the case studies to identify the lessons learned, and for developing the Sustainable Aquaculture Guidelines by also making use of existing guidelines. The consultation was attended by 15 experts, one resource person and FAO staff. The consultation was organized into both plenary and group discussions. The Experts agreed on a proposed methodology for identifying and selecting the lessons learned from strategies and experiences of aquaculture development worldwide; a methodology for documenting and analysing the lessons learned; a list of thematic modules; a gap analysis between existing guidelines and needs for new ones, and; an updated roadmap for the development of the Sustainable Aquaculture Guidelines.

Book excerpt: The SSF Guidelines recognize the right of fishers and fishworkers, acting both individually and collectively, to improve their livelihoods through value chains, post-harvest operations and trade. To achieve this, the Guidelines recommend building capacity of individuals, strengthening organizations and empowering women; reducing post-harvest losses and adding value to small-scale fisheries production; and facilitating sustainable trade and equitable market access. This document includes nine studies showcasing applied practices and successful initiatives in support of enhancing small-scale fisheries value chains, post-harvest operations and trade, based on the recommendations contained in the SSF Guidelines. Cases presented have been chosen on the basis that they can be emulated elsewhere by small-scale fishery proponents including, but not limited to, national administrations, non-governmental organizations, civil society organizations, private enterprises, development agencies and intergovernmental bodies. An analysis of enabling conditions as well as related challenges and opportunities are discussed in each case. The document supports the 2030 Agenda for Sustainable Development – specifically SDG 14.b: “provide access for small-scale artisanal fishers to marine resources and markets”; and SDG 2.3: “by 2030 double the agricultural productivity and the incomes of small-scale food producers, particularly women, indigenous peoples, family farmers, pastoralists and fishers, including through secure and equal access to land, other productive resources and inputs, knowledge, financial services, markets and opportunities for value addition and non-farm employment”.

Book excerpt: In line with the recommendation of the FAO Sub-Committee on Aquaculture of the Committee on Fisheries (COFI-SCA) made in 2017, as endorsed by the Committee on Fisheries (COFI) in 2018, regarding the preparation of the Guidelines for Sustainable Aquaculture (GSA), the FAO Fisheries and Aquaculture Division organized, virtually, the second Expert Consultation on the development of GSA from 18 to 22 October 2021. Thirteen experts from Africa, Asia, Latin America, the Middle East, and North America attended the consultation. They were supported by seven resource persons and the FAO Secretariat. The objective of the consultation was to discuss and review the drafts of the GSA, the accompanying “Action-Oriented Guidance for Transforming Aquaculture for Greater Contribution to Achieve the SDGs: Key Interconnected Actions to Guide Decision-Makers and Practitioners (AOG)”, and the background document used for the preparation of the GSA and the AOG. The consultation significantly improved these three documents and technically endorsed the drafts of the GSA and the AOG. The experts agreed to the next step of submitting these drafts to the next session of COFI-SCA for further guidance.

Book excerpt: This document includes eight studies showcasing good practices in support of sustainable small-scale fisheries. FAO commissioned these studies aiming to share experiences and promote the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The case studies were also intended to promote participatory approaches – in line with the SSF Guidelines principles – and to promote increased interaction between research and fishing communities, including the use of traditional knowledge and participatory research. It is hoped that the case studies will inform policy and policy processes and, in this way, promote sustainable small-scale fisheries according to the SSF Guidelines and the human rights-based approach to development (HRBA). The case studies constitute a rich selection of experiences and are diverse, not only with regard to their geographical setting but also in scope and approach. They span from looking at one specific tool for sharing experiences (the fisheries learning exchanges methodology in Madagascar and Mozambique) or examining the enabling environment in a specific thematic area (disaster risks in Bangladesh), to regional policy formulation on small-scale fisheries (the SSF Guidelines protocol for Caribbean policies) and reflection on how to use the SSF Guidelines in participatory processes (the Myanmar step-by-step approach to discussions with small-scale fisheries communities). A few of the papers look at co-management, in some cases combining fisheries management and social development (Senegal, Uruguay and Nepal), with one focusing on the role of small-scale fisheries and community organizations (India). Generally, the case studies refer to HRBA but, perhaps because many of the activities have taken place in the past, it seems that HRBA has rarely been consciously and explicitly implemented. Still, the case studies bear witness to a number of experiences and practices that are clearly steps in the right direction. Key good practices emerging from the studies refer to, among other things, holistic approaches to co-management and social responsibility; broad engagement, inclusiveness and partnerships; the power of communication; and gender equality and the role of women. As more experience is gained, our knowledge of how to go about implementing the SSF Guidelines will improve and nurture new and continued initiatives. For the present and the future, efforts should be made to apply HRBA, while continuing to share experiences and good practices showing how to do so when implementing the SSF Guidelines.
