These include environmental outputs such as rural amenities and disamenities, but also social and cultural functions. The economic value of these non-market goods and services of agriculture can be assessed by estimating how much purchasing power people would be willing to give up to acquire those outputs if they were forced to make a choice. The contingent valuation method (CVM) is one of the most widely used methodologies developed for the measurement of the value of non-market goods.

In addition to the basic relationship on health, a number of other important relationships are investigated: (a) regional differences regarding the impact of under-nourishment on growth; (b) the impact that possible errors in measuring nutritional variables may have on the robustness of the estimated nutrition-growth relationship; and (c) the existence of "nutritional traps", i.e. the vicious circle of low nutrition-low economic growth-low nutrition. The basic conclusion of the paper - that undernourishment can be a serious handicap in the efforts of countries to achieve economic growth - suggests that actions taken to feed the hungry have a strong growth dimension in addition to their humanitarian character.

Book excerpt: Agricultural research was probably the first and is the most widespread form of organised research in the world, and one in which both the most developed and underdeveloped countries are engaged. Whilst most forms of research activity, such as in the field of medicine, have world wide application, agricultural research, by its very nature, has to be regional; practically no research finding can be adopted without studying the results of its application under the infinite number of ecological situations with which the farmers of the world are faced. The improvement of agricultural production is the essential first step whereby developing countries can hope to raise their standard of living. Research is therefore an activity in which no underdeveloped country can afford not to engage; nor can countries in which agriculture has reached a high level of development and sophistication afford to neglect agricultural research. It is not because of inertia or vested interests that highly industrialised countries maintain, mostly at public expense, a costly and complex infrastructure for agricultural research. Even when problems of overproduction weigh heavily on the economy, agricultural research is considered the essential key to further progress: the objectives and goals are simply changed and adapted to the needs of the economy.

Book excerpt: If irrigated production is to make a significant contribution to food security and economic growth in Sub Saharan Africa, it will have to be re-structured across the region as a whole. This is the main conclusion of a study undertaken by FAO to analyse the drivers of demand for irrigated production in Sub-Saharan Africa (SSA). Steeply rising commercial food import bills for staple crops across SSA are indicative of the level demand that is not being met from domestic production. The increase of area under equipped/spate irrigation for the whole of Africa over the last ten years amounts to 1.27 million ha, which is equal to about 127 000 ha a year. This rate of growth has proved too low to have an impact on food import bills and buffer regional food security. However, within subregional trading groups there is scope for consolidation of market supply. Irrigated production opportunities in SSA could be realised where natural resources and markets coincide, but only through a great deal more attention to costs of production, price formation, effective water allocation mechanisms, economically efficient water use and strong, responsive institutions.
