Book excerpt: Over the past few years on-site sanitation has been widely promoted as a solution which can be quickly implemented to address sanitation issues, and it is gaining traction. As such, treatment of the contents emptied from on-site containments has become a pressing issue. While dedicated treatment facilities for this purpose have been advocated, co-treating these wastes in sewage treatment facilities is a promising option, which many countries have implemented or are exploring. This option maximises the utilisation of city infrastructure. In cases where the existing sewage treatment facilities are underutilised, co-treatment presents a ready solution for managing fecal sludge and septage. In spite of co-treatment being a well-known practice in many countries, it remains clouded in uncertainty, especially regarding the technical advisability, and potential risks of co-treating fecal sludge or septage in sewage treatment plants. Planners and decision-makers are often very apprehensive in considering co-treatment. As a result, the opportunity to better utilise available infrastructure for co-treatment of sludge is often being missed. Meanwhile, there are also many cases where co-treatment has been tried, either successfully or otherwise, but it has not been possible to draw conclusions from these, to guide the way forward. This guide book explores some of the basic principles behind sewage treatment, and how it may be impacted by co-treatment of wastes from on-site containments, to try to throw some light on how co-treatment could be considered, in an incremental manner, recognising risks and mitigating them. It is intended to facilitate a better understanding among planners, engineers, decision makers and technical practitioners and to help them evaluate and consider the option of co-treatment.

Book excerpt: Onsite sanitation systems (OSS) have burgeoned in urban India as sewer infrastructure has not been able to catch up with the rapid urbanization and growth. India’s aspirational flagship program on sanitation and hygiene -- the Swachh Bharat Mission (Clean India Campaign) – has abetted the construction of toilets with the aims to increase access to, and the use of, toilets to eliminate open defecation. However, management of fecal sludge (FS) generated by the OSS is critical for sustainable sanitation. FS needs to be safely contained, emptied, transported, and disposed of or reused after adequate treatment. In un-sewered cities of India, the services of emptying and transporting FS are mainly provided by privately-run cleaning trucks. Lack of adequate fecal sludge treatment plants (FSTPs) compel the trucks to either dispose of the FS without any treatment or facilitate its reuse in agriculture. In this dissertation, we trace the activities that kick in when a pit fills up. Based on a thick description of septic tank cleaning trucks in Bangalore and Dharwad (Karnataka, India), we find that the physical, social and financial mechanisms through which the back-end services are organized are virtually invisible in national fecal sludge management policies (Chapter 2). We show that it is rational, under the current conditions, for trucking operations to externalize the costs of urban pollution and social (i.e. caste) inequality that are produced and reproduced when they “manage” fecal waste. We draw on the literatures on invisibility and the social role of disgust to explain the seen-and-unseen nature of these trucks. “Seeing” sludge management as it is practiced today is essential for understanding how the sanitary city is being produced and for the success of any ongoing or future sanitation reform policies. Though mechanization of sanitation services is increasing, the societal perception of sanitation workers has not changed much. Chapter 3 elicits the lived experiences of sanitation workers from the opposite ends of the spectrum – manual scavenging and mechanical emptying. The chapter uncovers the daily lives and the human side of sanitation workers, to emphasize the humanity of sanitation workers in India. Considerable amount of untreated FS is reused in agriculture in the peri-urban areas of Dharwad and Bangalore. Chapter 4 unpacks the ecosystem of FS reuse by tracing why and how FS reaches a farm, and why and how it is used (or not) once it gets there. In this chapter, we estimate farm owners’ preferences for treated fecal sludge-based fertilizer, gauge workers’ willingness to work with FS and with FSF and identify worker practices of potential health risks. We find truck operators are facilitating and even promoting FS reuse in agriculture for lack of ease of disposal. Farm owners show a strong inclination towards reusing FS, even if it is untreated. Such a reuse potentially harms the health of farm workers We also find that both the farm owners and workers have positive preferences towards certain characteristics of treated FS. We conclude with a short chapter that summarizes the key findings and opens up discussion for future research that can potentially build upon or contribute to our findings.

In many cities, even where improved on-site facilities are used to contain excreta, the level of quality and access to services for the emptying, conveyance, treatment, and disposal of the resulting fecal sludge is usually limited. These services are collectively called fecal sludge management (FSM) services. FSM services are the focus of this study, within the broader context of urban sanitation and integrated urban water management (IUWM). This document provides a summary of the diagnostic tools developed for assessing FSM services and is based on field work carried out in the five cities of Balikpapan in Indonesia, Dhaka in Bangladesh, Hawassa in Ethiopia, Lima in Peru, and Santa Cruz in Bolivia. It summarizes the tools themselves, lessons learnt about their use, and general policy recommendations.

Book excerpt: Effective management of the excreta or faecal sludge (FS) emptying, transport and disposal mechanisms from the on-plot latrines in urban areas of many low-income countries is critical for the sustainability of urban sanitation. However the literature mentions the lack of an effective management system for urban FS emptying, transport and disposal in the low-income countries. The current management of FS has been fragmented and improper with attendant poor health and environmental pollution problems. In particular, no substantive information was found relating to how far the excreta or sludge removed from the latrines is transported to the disposal points. Also information on household financial needs and their perceptions regarding emptying and transport services was lacking. No study had been done regarding the effects of disposal distance and accessibility on the cost of emptying and transport; neither has work been done on FS reuse implications for emptying, transport and disposal mechanisms. Based on these issues, the research questions and hypothesis were formulated to guide the study. Qualitative and quantitative research techniques were used to triangulate and ensure the reliability and validity of the findings and analysis. From the analysis of the findings, the thesis concludes on these key issues: i) Emptying, transport and disposal mechanisms of the excreta and FS as well as the costs of these depend on the type of latrines, latrine use and the technology available for emptying and transport. ii) Owing to the nature of latrines and the emptying methods used the disposal of the FS was indiscriminate and much was found closer to its source of generation. iii) FS was in high demand for reuse but lacked appropriate marketing strategy that could match supply with the demand. iv) The Household Centred Environmental Sanitation (HCES) approach was found to be limited in content and capacity to effectively address the urban excreta and FS emptying, transport and disposal without the active and full involvement of the municipal and local authorities with clear roles and regulations that address the key processes, linkages, and capacity development issues. Thus, the HCES approach needs periodic review and modifications to take care of the new developments and peculiarities of each urban setting. The study also recommends the need to look at streamlining technologies and developing capacity to address cross-cutting issues in urban sanitation. It further recommends the need for households, the sanitation authorities and practitioners to understand the links between latrine technology in terms of type, size, use and location vis-?-vis the required emptying, transport and disposal mechanisms in the urban areas of the low-income countries.
