Michael B. Katz, University of Pennsylvania This study asks whether the feminization of poverty, the tendency of women and their families to become the majority of the poor, is unique to the United States, where the phenomenon was first discovered. Seven industrialized nations, both capitalist and socialist, with different degrees of commitment to social welfare are compared: Canada, Japan, France, Sweden, Poland, the Soviet Union, and the United States. In each of the countries the authors analyze information about women, labor market conditions, equalization policies, social welfare programs, and demographic variables such as the rates of divorce and single parenthood. According to Goldberg and Kremen, it is possible to predict the feminization of poverty when three conditions are present: (1) insufficient efforts to reduce work place and wage inequities for women; (2) the absence or ineffectiveness of social welfare programs which can redress the cost, both economic and personal, of the dual role that women have assumed in industrialized societies; and (3) the presence of increasing rates of divorce and single motherhood. An array of labor market and social welfare programs in use in the six other industrialized nations are then reviewed by the authors for possible adaptation in the United States. This important work will be a valuable resource for scholars across the academic and professional disciplines of political science, sociology, economics, social work, and women's studies.

Equal Parenthood and Social Policy analyzes the government program which best symbolizes this commitment to equal parenthood--parental leave. With return to one's original job being assured, a Swedish couple has twelve months to divide between them so that one parent can stay home to care for their new offspring. While a few other countries, mostly in Scandinavia, have paid parental leave available to fathers, Sweden's program is the oldest and most generous, as well as the one most closely committed to realizing complete equality between men and women in every sphere of social life. In analyzing this unique social program, Haas describes the social, political, and economic circumstances which led Sweden to take such a revolutionary stance on the issue of shared parenthood. Haas also discusses the extent to which Swedish fathers take advantage of their right to parental leave, barriers to fathers' participation, and fathers' experiences while on leave, along with the effects that leavetaking has on mothers' and fathers' later labor market involvement and participation in childcare. This study of the Swedish program raises important questions about future prospects for equal parenthood in Sweden and other industrial societies, and, more significantly, about the potential effectiveness of social policy for bringing about the end of such a cultural universal as women's responsibility for infants.

The founding of the modern Swedish welfare state was based in large part on the belief that it was necessary for the state to intervene in society in order to improve the situation of the family. Of great concern was the low birthrate, which was seen as a threat to the very survival of Swedes as a national population group. The Social Democrats pioneered welfare measures that aimed to strengthen the family, to alleviate its worst trials and tribulations, and to make possible harmonious living. With the Social Democrats remaining in power continuously until 1976, a period of almost forty-five years, Sweden went on to implement governmental "family policies" that are among the most comprehensive (and expensive) in the world. In view of this major policy goal of family improvement, the actual situation of the Swedish family today presents a genuine irony; some have claimed that Swedish welfare state policies have had consequences that are the opposite of those originally intended. Comparing contemporary Swedish family patterns with those of other advanced nations, one finds a very high family dissolution rate, probably the highest in the Western world, and a high percentage of single-parent, female headed families. Even marriage seems to have fallen increasingly out of favor, with Sweden having the lowest marriage rate and latest age of first marriage, and the highest rate of children born out-of-wedlock. The early pronatalist aspirations of the Swedish government have been spectacularly unsuccessful, as Sweden continues to have one of the world's lowest birthrates and smallest average family sizes.
