Available in PDF, EPUB and Kindle. Book excerpt: The two studies of this dissertation examined mothers' perspectives of nonresident fathers' involvement in low-income families. The overall goal of these studies was to gain a more comprehensive understanding of nonresident fathers' involvement and its effect on family well-being. In the first study I applied a relatively new methodology, zero-inflated negative binomial regression, to overcome the methodological shortcomings of previous studies. The models (N=1215) examined what factors predicted two aspects, presence and level, of father-child contact and paternal engagement. Different factors were found to influence presence of father-child contact and frequency of contact. Similarly, different factors predicted presence of paternal engagement and level of engagement. Thus, a nonresident father's decision to be involved in his child's life may be a fundamentally different decision than how much he is involved. In addition, parents' positive relationship--romantic relationship and higher quality of relationship--was found to be the major predictor influencing all outcome variables. It appears that a positive co-parental relationship is central to nonresident father involvement. In my second study, I qualitatively examined rural mothers' perceptions of nonresident fathers' involvement (N=83). Specifically, I investigated whether mothers are really "gatekeeping" the father involvement, as suggested by previous research. There was no simple yes/no answer to this question, rather, results suggested that whether a mother acts as a gatekeeper of her children depends on her unique circumstances. Mothers, by at large, wanted the nonresident fathers to be involved in their children's lives and to perform responsible fathering, but mothers' expectations of the fathers' roles may be narrowly defined and, therefore, easily violated. Some mothers did intentionally refuse or limit father-child contact in cases where they believed that father involvement would threaten the safety of their children. In these cases, "gatekeeping" behavior can be viewed as one survival strategy for the mothers. The two studies presented here collectively demonstrate the complexity of non-resident father's involvement and provide insight that will be useful for policy targeted to low-income families.

The National Fatherhood Initiative has stated that as of 2014, about 17 million children live without fathers. This thesis consists of two literature reviews drawn from scholarly articles pulled from online databases. The first asks among low-income fathers, both resident and nonresident, which factors or correlates are associated with levels of father involvement? The second asks what effect do father-focused interventions, in comparison to co-parenting interventions and marriage interventions, have on father involvement in low-income families? It was found that the most prevalent correlates associated with involvement include the father's relationship to the child's mother, his relationship with his own father, culture, gender and substance abuse. Additionally, the current research on interventions has typically fallen under one of the following categories: father-focused, co-parenting or marriage. Interventions that were the most successful in increasing the father's level of involvement either improved his relationship with his child's mother or connected him with an educator, caseworker or social service. This project provides a foundation for future researchers by highlighting the gaps in the current literature as well providing recommendations for future studies.

Book excerpt: This dissertation examines low-income fathers' involvement with their young children using the Fragile Families and Child Wellbeing (FFCW) data. Chapter 3 entitled, "He Said, She Said: Comparing Father and Mother Reports of Father Involvement," compares mother and father reports of fathers' frequency of involvement in various activities and in measures of emotional involvement. This chapter finds that fathers report spending 17.6 percent more time engaged in 11 activities with their young children than mothers report the father spending. How parental disagreement is measured yields starkly different results given the underlying distribution of these data. Chapter 4 entitled, "Estimating the Impact of Child Support and Welfare Policies on Fathers' Involvement," is a longitudinal analysis combining three waves of the FFCW data with annual, state-level policy data on child support enforcement and welfare policies. This chapter examines the impact of policies on fathers' involvement over time. Fathers' involvement is operationalized as accessibility, responsibility, and engagement. Using parents that are unmarried at the time of the focal child's birth, this chapter finds that public policies do influence fathers' involvement after controlling for individual social and demographic characteristics. Policies may be operating in conflicting ways to both increase and decrease fathers' involvement. For example, fathers' daily engagement is positively affected by stronger paternity establishment policies but is negatively affected by stronger child support enforcement collection rates and the welfare family cap policy. Chapter 5 entitled, "Two Dads Are Better Than One: Biological and Social Father Involvement," examines whether biological and social fathers are substitutes or complements in a child's life and how biological fathers and social fathers impact the mother's frequency of involvement. This chapter finds that resident social fathers contribute as much time to the focal child as resident biological fathers. Factors that increase the overall parental frequency of involvement include having: a resident biological or social father, native-born parents, a biological father who had a very involved father, and a positive relationship between the biological parents. Factors that decrease overall parental frequency of involvement include: the father's new partner, the father's incarceration, a mother's other children, and the child's increasing age.

The main purpose of this thesis project was to examine the factors associated father involvement as well as the intervention to address the problem. The thesis project is guided by two research questions: 1) What factors are associated with Father Involvement among Non-Resident African American Fathers? 2) What effects do fatherhood programs, in comparison to co-parenting programs, have on father involvement among non-resident African American Fathers? Specifically, the literature review was developed but not limited to peer-reviewed journals, quasi-experimental design, and qualitative data. The literature found that Father Involvement is positively influenced by Fathers Characteristics, Childhood Characteristics and Contextual Sources of Stress and Support. Additionally, the literature found fatherhood programs were effective in addressing father involvement through reading to their child, participating in school activities, and father-child communication. Moreover, the Chicago Parent Program was developed to address father involvement at day care centers and it was found to be effective on father involvement through child play and fathers relying on corporal punishment. The high prevalence of mental health, specifically, depression on non-resident father involvement suggests that there is an ongoing need in research to address such issue.

Book excerpt: Nonresident father involvement is a widespread issue that impacts children among all racial, ethnic, and socioeconomic statuses. More than half of all African American children are raised by single mothers. Studies have shown the consequence of single parenting and their correlation to parental stress and negative outcomes for young African American children. This thesis project sought to enhance the understanding of the determinants of nonresident fathering among African American fathers. This project was guided by two research questions: 1) what factors are associated with involvement among nonresident African American fathers? 2) how do father-specific intervention programs compare to two-parent intervention programs in enhancing involvement among nonresident African American fathers? This thesis project was conducted using 46 peer-reviewed studies from the California State University of Los Angeles online journal library. The databases used to obtain articles were: EBSCOhost, ProQuest, SAGE, and Springer Standard Collection. Results indicated that 1) father characteristics including developmental history, mental health disorder, and parenting self-efficacy, 2) child characteristics such as child's age and child temperament/behavioral issues, and 3) contextual stress and support including co-parental alliance and co-parental relationship are factors linked to nonresident father involvement. Results revealed that father-specific intervention programs are effective in improving parenting behaviors, competence, and strengthen the father-child relationship. Results showed that two-parent intervention programs are effective in enhancing the co-parental relationship, improving communication skills, and decision-making abilities. The implications for future research suggest studying the barriers to nonresident fathering.

Book excerpt: The expectation for fathers to be more involved with parenting their children and pitching in at home are higher than ever, yet broad social, political, and economic changes have made it more difficult for low-income men to be fathers. In It's a Setup, Timothy Black and Sky Keyes ground a moving and intimate narrative in the political and economic circumstances that shape the lives of low-income fathers. Based on 138 life history interviews, they expose the contradiction that while the norms and expectations of father involvement have changed rapidly within a generation, labor force and state support for fathering on the margins has deteriorated. Tracking these life histories, they move us through the lived experiences of job precarity, welfare cuts, punitive child support courts, public housing neglect, and the criminalization of poverty to demonstrate that without transformative systemic change, individual determination is not enough. Fathers on the social and economic margins are setup to fail.

Book excerpt: Objective. This study examined the factors associated with higher levels of paternal involvement among low-income, nonresidential, Black fathers. Method. Participants were 110 fathers of children up to the age of 10. Participants completed psychometrically sound measures of social support, spirituality, family of origin relationships, coparenting relationship quality, psychological well-being, motivation, conviction history, resilience, and father involvement. Results. A simultaneous multiple regression indicated that better psychological well-being and coparenting relationship quality and lower conviction rates since the birth of the child were significant predictors of higher levels of paternal involvement. Mediational analysis revealed that coparenting relationship quality partially mediated the relationship between psychological well-being and paternal involvement. Moderation analysis showed that social support moderated the relationship between psychological well-being and paternal involvement. Conclusions. This study provided evidence that several factors are related to higher levels of paternal involvement, specifically higher quality coparenting relationships and psychological well-being, more parenting-specific support from influential individuals, lower conviction rates since the birth of the child, and higher levels of resilience. The present study also illustrated the importance of examining disadvantaged fathers' strengths as targets for future interventions. Implications. Clinicians, social workers, program directors, and other individuals working with low-income, nonresidential, Black fathers should educate their clients on the factors associated with higher levels of paternal involvement as well as provide necessary resources to aid fathers to become more involved with their children.

Book excerpt: Literature shows when fathers are involved in their children’s lives, their children have better outcomes. However, father involvement is often limited in situations where the father is a non-residential parent. Previous research has indicated there are several factors that may influence a custodial mother’s facilitation of the father-child relationship. These factors may include the existing co-parenting relationship between mother and father and the mother’s perception of the father’s appreciation of her mothering of the child. Particularly in low-income families, the struggle to simply meet economic demands overrides a custodial parent’s desire to facilitate the relationship. The purpose of this qualitative study was to understand the perspective of single, never-married, low-income, custodial Black mothers related to their facilitation of the father-child relationship when the father does not reside in the home with the mother and child. The Theory of Planned Behavior (Ajzen, 1991) was employed as the conceptual framework of this study. This theory is used to help understand how a mother’s intent to facilitate the father-child relationship is partly influenced by her capacity to do so. Using purposive sampling, I interviewed 10 participants who identified as Black mothers with children between the ages of 5 and 11 whose father identified as Black and did not reside in the home. The participants also all self-reported as low-income. Four themes emerged through the coding and analysis of the interview transcripts. The first was that mothers felt that their efforts to facilitate the father-child relationship went unappreciated. The second theme was that mothers perceived that fathers were not taking responsibility for their lives and helping themselves. The third theme was that mothers had an expiration of time with which to work with the fathers. When they felt their effort to facilitate the father-child relationship was not increasing the father’s involvement, the mothers halted their efforts altogether. The fourth theme was that mothers drew upon a variety of support sources beyond working with the father. The findings of this descriptive study can be used to influence development of co-parenting curricula, to improve family-court mediation, and to support healthy relationships among unwed and fragile families.
