Book excerpt: This report examines the reenlistment decisions of early- to mid-career reservists (i.e., those with 4-12 years of service) and the forces affecting those decisions. Using the 1986 Reserve Components Survey of Enlisted Personnel, the authors extended earlier reenlistment estimates in several important directions, including (1) developing a reenlistment model with reservists from all six components to measure the impact of component-specific influences; (2) measuring the influence of perceived spouse attitude on reenlistment and contrasting this with a similar measure of perceived employer attitude; and (3) measuring the influence of the training and unit environment on reenlistment. The findings underscore the importance of attitudinal variables in models of reenlistment. Reservists with more favorable employer attitudes have significantly higher reenlistment rates. Spouse attitude toward reserve participation appears to have an even more significant influence on reenlistment rates than employer attitudes. The authors find that the net effect of all the variables in the multivariate models are rather small in magnitude compared with those relating to the marital status/dependents/spouse attitude variables. Dissatisfaction with training, equipment, and morale of the unit also appears to have a fairly significant impact on reenlistment.

Book excerpt: This research examines motivational and other factors that influence reenlistment intentions of U.S. Army Reservists in troop program units. A mail survey was conducted in 1978 with a resulting representative sample of 892 reservists who were in their first enlistment, reenlistment or extension in the Army Reserve and who were within six months of their end of term of service (ETS). Questionnaire data were merged with demographic, personal background, and military career data for respondents and with objective data concerning characteristics of their reserve units. Reenlistment intentions were related to several demographic, background, and military career characteristics of reservists and to reservists' subjective perceptions of their units, but not to certain objective characteristics of their units. Five general characteristics of the reserve experience were identified as independent dimensions underlying more specific characteristics highly related to reenlistment intent: job satisfaction; prestige of reserve membership; social utility of reserve membership; interference-facilitation effect of reserve membership on other aspects of reservists lives (e.g., home life and civilian job); and supervisor-subordinate relations in the unit. Popularity of certain unit characteristics, existing and hypothetical benefits of reserve membership, and proposed changes in the Army Reserve were also related to reenlistment intent. The first is an evaluation of the 1978 Selected Reserve Reenlistment Bonus Test, which focuses on the influence of pay and other factors on the Reserve reenlistment decision. The second analyzes attrition behavior of nonprior service Reservists who separate from the Reserves prior to completion of their enlisted term. Among their conclusions, the authors find that bonuses do not raise reenlistment rates markedly, but do lengthen the terms of commitment of those already reenlisting. The reenlistment bonus could be used to alleviate skill- or location-specific shortages. Besides better quality of Reserve recruiting, Reserve attrition could be reduced by improved systems and procedures for tracking Reservists who move and probably by more attention to family and employer support policies."--Rand abstracts.

Book excerpt: Since the end of the Cold War, military involvement in operations and training exercises has increased, while resources have declined. This situation can stress Service members, increasing personnel tempo, or PERSTEMPO, usually defined as "the number of days that Service members are away from their home station to perform their duties." This report clarifies definitions and measures of PERSTEMPO, summarizes research linking PERSTEMPO to retention, readiness, and quality of life, and presents the results of three analyses of existing Army data to identify effects of PERSTEMPO. Definitions of personnel tempo vary across Services, and are determined from self-reports and administrative records. Effects of PERSTEMPO have been inconsistent, and depend on individual and deployment characteristics. Results of data analyses indicate a modest relationship between PERSTEMPO and retention. At low levels, PERSTEMPO tends to increase retention; this positive relationship decreases at higher levels and may become negative. The analyses show inconsistent relationship between PERSTEMPO and self-assessed readiness. High levels of PERSTEMPO were associated with measures of family strain; relationships with financial factors and general satisfaction were negative, but quite weak. The analyses identified other variables regarding managing deployments that had substantial relationships with several measures of retention readiness and quality of life.
