Book excerpt: One of the seminal changes that occurred with the advent of a democratic government was the change in the South African education system. These government driven interventions have arguably been about ensuring that all learners have equal opportunities to aÌ22́Ơ¿3qualityaÌ22́Ơ℗+ education. Parental decision with regard to the choice of a primary school for their Grade 1 learner in the public school system in South Africa, had become more complex than twenty five years ago. Initially this had been a very straightforward decision for many parents who chose to send their children to the nearest public school. Today, parents have more choices of a public school for their children. Given this opportunity, parents are beginning to exercise this choice to ensure that their children receive quality education. In this study, I examined the experiences of parents℗þ choice of schools focusing on the factors affecting their choices. I also investigated how parents could be supported in finding the most appropriate school for their children. The purpose of this research therefore was to contribute to the discourse on factors influencing parental choice of schools for their Grade 1 learners, and thus contribute to the body of knowledge in the field of Early Childhood Education. To this end, the study℗þs primary research question is: AÌ2℗ʺ What are the factors that affecting parents℗þ choice of a school for their Grade 1 learner? The sub-questions for this research study are: AÌ2℗ʺ What information do parents need when making choices for their Grade 1 learner? AÌ2℗ʺ How do parents perceive school related factors to impact on their choice? AÌ2℗ʺ How will the findings of this study contribute to education policy in relation to curriculum and school access? The preliminary findings were that there are various factors that affect parents℗þ choice of school for their children, for example interpretation of national policy, the curriculum of the school, language, safety and discipline. There is a general lack of access to information of the school apart from minimum website text which is used as an advertisement by the school. Although the factors articulated were based on individual needs, there seems to be a correlation on these needs, yet it does not align to any transformation agenda in South Africa.

Book excerpt: School choice seeks to create a competitive arena in which public schools will attain academic excellence, encourage individual student performance, and achieve social balance. In debating the feasibility of this market approach to improving school systems, analysts have focused primarily on schools as suppliers of education, but an important question remains: Will parents be able to function as "smart consumers" on behalf of their children? Here a highly respected team of social scientists provides extensive empirical evidence on how parents currently do make these choices. Drawn from four different types of school districts in New York City and suburban New Jersey, their findings not only stress the importance of parental decision-making and involvement to school performance but also clarify the issues of school choice in ways that bring much-needed balance to the ongoing debate. The authors analyze what parents value in education, how much they know about schools, how well they can match what they say they want in schools with what their children get, how satisfied they are with their children's schools, and how their involvement in the schools is affected by the opportunity to choose. They discover, most notably, that low-income parents value education as much as, if not more than, high-income parents, but do not have access to the same quality of school information. This problem comes under sensitive, thorough scrutiny as do a host of other important topics, from school performance to segregation to children at risk of being left behind.

Throughout the history of modern education spanning more than a century, we have as a culture lamented the failures of public schooling, often making such claims based on assumptions instead of any nuanced consideration of the many influences on teaching and learning in any child's life—notably the socioeconomic status of a student's family. School reform, then, has also been a frequent topic in political discourse and public debate. Since the mid-twentieth century, a rising call for market forces to replace government-run schooling has pushed to the front of those debates. Since A Nation at Risk in the early 1980s and the implementation of No Child Left Behind at the turn of the twenty-first century, a subtle shift has occurred in the traditional support of public education—fueled by the misconception that private schools out perform public schools along with a naive faith in competition and the promise of the free market. Political and ideological claims that all parents deserve school choice has proven to be a compelling slogan. This book unmasks calls for parental and school choice with a postformal and critical view of both the traditional bureaucratic public school system and the current patterns found the body of research on all aspects of school choice and private schooling. The examination of the status quo and market-based calls for school reform will serve well all stakeholders in public education as they seek to evaluate the quality of schools today and form positions on how best to reform schools for the empowerment of free people in a democratic society.
