Book excerpt: Homeownership rates have reached unprecedented levels in the United States. According to 2005 Current Population Survey data, virtually every segment of the population has higher homeownership rates than they did a decade ago - although the gains have been largest among Hispanics. Yet, despite the rapid growth in Hispanic homeownership over the past decade, the gap between non-Hispanic White and Hispanic homeownership rates is still 26 percentage points. In light of these statistics, this article has two goals: (1) to describe the demographic and socioeconomic characteristics of the U.S. Hispanic population and how these characteristics relate to the Hispanic homeownership gap and (2) to identify the main barriers to Hispanic homeownership, including barriers associated with the lack of information about the homebuying process, the real estate and housing markets, and the financial and mortgage markets. To accomplish these goals, the article reviews the existing literature and incorporates key information on Hispanic households derived from the decennial census and other publicly available national data sets. This article is derived from a more detailed review of Hispanic homeownership gaps (Cortes et al., 2006), and the reader is referred to this study for greater details on the data and literature cited in this article.

This naturally leads to an investigation of the impact of immigration characteristics of various groups on the propensity for homeownership. It is found that being an immigrant has a substantial negative effect on the probability of being a homeowner but that this effect dissipates over time. The relative youth of these two groups in and of itself plays a significant role in lowering their homeownership rate, as does the relatively high rate of residence in areas with high value-rent ratios.

Book excerpt: Since the onset of the mortgage lending crisis and the subsequent Great Recession, there has been ongoing debate about the economic benefits of homeownership. Some say homeownership remains an important contributor to wealth creation, while others believe that renting is a less expensive and less risky option. This debate has raised an interesting question about homeownership: if the home is not guaranteed to provide a solid return on investment, is there a rationale for promoting homeownership beyond whatever financial benefits it may deliver? The authors' research has provided tremendous insights into the extra-financial effects of affordable homeownership. It shows that homeowners, when compared with renters, have better health outcomes, experience less stress in times of financial hardship, experience a greater sense of trust in their neighbors, have access to more social capital resources, and are more likely to vote. Further, the data allows us to explore not only what benefits result from affordable homeownership, but how and why these benefits are transferred. The book ultimately argues that homeownership is not only important for financial reasons, but also functions as a social tool that can improve the lives of low- and moderate-income people.

Homeownership rates for whites are over 20 percentage points higher than for blacks or Hispanics. This paper uses a model of the housing tenure decision to gain a better understanding of these racial and ethnic differentials in homeownership and employs a decomposition technique that has been applied to labor market discrimination to report the results of the empirical testing of two hypotheses; (1) race (ethnicity) influences the probability of ownership through differences in household endowments (income, education, age, gender, and family type) and market endowments (price and location); and (2) race (ethnicity) directly influences the probability of ownership through racial or ethnic discrimination and other factors that may be correlated with race or ethnicity. We find endowment effects important in explaining the persistent racial and ethnic disparities in homeownership. In brief, logit analysis of 1989 American Housing Survey (AHS) national sample data reveals that 81 percent (78 percent) of the differences between the predicted probability of ownership between black and white households (Hispanic/non-Hispanic) are due to differences in group endowments. Direct effects explain 19 percent of the black-white differentials and 22 percent of the Hispanic/non-Hispanic differentials. Because the direct effects are modeled as residual differences, it must be realized that the residual components could also be capturing the influence of important omitted or harder to measure variables internal to the market process and correlated with race or ethnicity. These include wealth, household location, employment history, credit history, and cultural predisposition toward homeownership.

Book excerpt: It has been argued that during the Great Recession, wealth losses were more concentrated for college-Âeducated Black and Hispanic families than for White and Asian college-educated families and their non-college-educated Black and Hispanic peers. This article explores the extent to which the homeownership experience for families who purchased homes between 2004 and 2008 is a potentially imporÂtant factor in explaining this finding. During the housing boom, the increase in homeownership for Blacks and Hispanics was very similar, but the second group had a smaller decline. Despite these differences, the Great Recession was far more destructive for these minorities regardless of income. Logit regressions show that underwriting standards and loan structure explain a significant amount of the non-White–White gap in foreclosures. However, geographic concentration was most significant in explaining the gap for Hispanic borrowers. Despite accounting for these factors, sizable gaps in the likelihood of foreclosure remain between Blacks and Hispanics relative to Whites.
