Book excerpt: The book investigates how the United Nations, governments, and aid agencies mobilise and instrumentalise migration policies and programmes through a discourse of safe migration. Since the early 2000s, numerous non-governmental organizations (NGOs), UN agencies, and governments have warmed to the concept of safe migration, often within a context of anti-trafficking interventions. Yet, both the policy-enthusiasm for safety, as well as how safe migration comes into being through policies and programs remain unexplored. Based on seven years of ethnographic fieldwork in the Mekong region, this is the first book that traces the emergence of safe migration, why certain aid actors gravitate towards the concept, as well as how safe migration policies and programmes unfold through aid agencies and government bodies. The book argues that safe migration is best understood as brokered safety. Although safe migration policy interventions attempt to formalize pre-emptive and protective measures to enhance labour migrants’ well-being, the book shows through vivid ethnographic details how formal migration assistance in itself depends on – and produces – informal asnd mediated practices. The book offers unprecedented insights into what safe migration policies look like in practice. It is an innovate contribution to contemporary theorizing of contemporary forms of migration governance and will be of interest to sociologists, anthropologists, political scientists, and human geographers working within the fields of Migration studies, Development Studies, as well as Southeast Asian and Global Studies. As migration expands and opportunities proliferate throughout Asia, different cultural groups increasingly interact as a result of targeted interventions and globalising economic formations; but they do so with different capabilities and expectations. This book uniquely grounds its arguments in interlocking details of people's everyday lives and aspirations in developing Asia, while also engaging with changing social values and moral frameworks. Part and parcel of a widening landscape of mobility and contingent intimacy is the ever-present threats of infectious disease, most prominently HIV/AIDS, and human trafficking. This report presents priorities for overcoming the country’s current fiscal constraints and finding ways to fund this shift. Recommendations address strengthening Lao PDR’s sustainable finance and debt management, revenue generation and tax reform, investment promotion, and data capacity in order to tap into green finance mechanisms.

Book excerpt: In the context of the end of the Cold War and the spread of globalism, sub-regions are attracting attention as new social units of international society never before observed. In the "second wave" of regionalism that became active in the 1980s, a new regionalism, which differed qualitatively from the old regionalism, expanded globally. This "new regionalism" is characterized by multi-dimensionality, complexity, fluidity, and non-conformity, and within it we cannot overlook the fact that spaces on a new scale, such as sub-regions, are being formed in various parts of the world. The sovereign state system that has continued unbroken since the Westphalia Treaty is being transformed, and within this context, the increase in the number of sub-regions as new social units adds to the sense that we have arrived at a post-Westphalian international order. This book focuses on sub-region as a new social unit of international society. It is based on the findings obtained through meticulous fieldwork and joint studies conducted over the past 10 years by about 20 researchers, primarily from Japanese universities and Chiang Mai University, Thailand. The sub-regions described here are mostly international cross-border spaces or units in the interior of a certain region, which include: multiple states, states and parts of states, or more than two parts of states (often referred to as micro-regions). Such sub-regions have been formed in various parts of the world since the end of the Cold War. However, studies on sub-regions remain unexplored in the existing studies of regionalism. The few studies that do exist mainly focus on the economic aspects of sub-regions. In contrast, this book will specifically examine the sub-regions in Asia (especially the Mekong region and Europe) as main cases from a political science and international relations perspective, aiming to establish a new/alternative international relations by carving out a political angle of sub-region as a new social unit of international society and attempting to shift the paradigm of conventional international relations. To understand the political dimension of a sub-region, this book will mainly focus on three aspects: sub-regions and state strategies, bottom-up dimension of sub-regions, and sub-regions and borders.

Increased recognition of the benefits of regional cooperation is manifested in the evolution of regionalism both in Asia and more broadly. New institutions have emerged while others have become more vigorous. Within this context of evolving regionalism, the GMS Program remains highly relevant. The start of a new decade is an opportune time for the GMS Program to assess its achievements and develop this new strategic framework for 2012–2022. The new strategic framework builds on the substantial progress the program has made and the likely global and regional trends. It also builds on the commitment that member countries have made in their national development plans to the promotion of regional integration, and will guide the efforts of member countries to steer the program during the new decade to the next level in terms of results.
