Book excerpt: Pursuant to a congressional request, GAO discussed the Federal Aviation Administration's (FAA) program to modernize its National Airspace System (NAS), focusing on: (1) the status of key modernization projects; (2) FAA's actions to implement recommendations to correct modernization problems; and (3) the opportunities and challenges facing FAA as it embarks upon its new modernization approach. GAO noted that: (1) since 1982, Congress has appropriated over $25 billion to the modernization program; (2) while FAA has fielded some equipment, historically, the agency has experienced considerable difficulty in delivering systems with promised cost and schedule parameters; (3) as a result, FAA has been forced to implement costly interim projects; (4) meanwhile, two key systems--the Wide Area Augmentation System and the Standard Terminal Automation Replacement System--have encountered cost increases and schedule delays; (5) GAO's work has pinpointed the root causes of FAA's modernization problems and has recommended actions to overcome them; (6) most recently, GAO found shortcomings in the areas of systems architecture or the overall modernization blueprint, cost estimating and accounting, software acquisition, and organizational culture; (7) although FAA has begun to implement many of GAO's recommendations, sustained management attention is required to improve the management of the modernization program; (8) FAA is collaborating with and seeking commitment from users in developing a new approach to make the modernization less costly and to provide earlier user benefits; (9) the challenge for FAA is to have disciplined processes in place in order to deliver projects as promised; and (10) FAA will also need to quickly address the looming year 2000 computer crisis to ensure that critical air traffic control systems do not malfunction or produce inaccurate information simply because the date has changed.

Book excerpt: Pursuant to a congressional request, GAO provided information on the Federal Aviation Administration (FAA) National Airspace System Plan (NAS), now known as the Aviation System Capital Investment Plan (CIP). GAO found that: (1) as of October 1991, FAA estimated that 1991 CIP projects would require $31.9 billion through 2000, which is more than one-half billion dollars over its 1990 estimate; (2) the cost increase is primarily attributable to cost changes in original NAS projects that are included in CIP; (3) for fiscal year 1982 through 1992, Congress has appropriated about $13.4 billion of the $31.9 billion that FAA estimates is needed for CIP; (4) the 36 projects FAA has completed comprises approximately 3 percent of the total estimated modernization costs through 2000; (5) the FAA $31.9 billion estimate may not have recognized all of the modernization funding needed, since FAA based the estimate on a constantly changing NAS consolidation plan; (6) although FAA based its current funding estimates on its original plan to consolidate over 200 facilities into 23 facilities, FAA is discussing a new plan that would require over 50 facilities; (7) of the 12 major projects reviewed, all of the projects had either experienced cost increases or schedule delays, and some had experienced both; and (8) the 12 projects reviewed incurred cost increases ranging from $13 million to $219.2 million due to spare part purchases, facility construction, system integration, and changing requirements.

NextGen is a fundamentally transformative change that is being implemented incrementally over a period of many years. Currently, the FAA is putting into place the foundation that provides support for the future building blocks of a fully operational NextGen. NextGen is a challenging undertaking that includes ground systems, avionics installed in a wide range of aircraft, and procedures to take advantage of the new technology. Transformation in the Air assesses the FAA's plan for research on methods and procedures to improve both confidence in and the timeliness of certification of new technologies for their introduction into the National Airspace System. This report makes recommendations to include both ground and air elements and document the plan's relationship to the other activities and procedures required for certification and implementation into the National Airspace System.

A conclusion of the study was the FAA's Maintenance Program is a viable approach to meeting these goals. The AT & T study team made seven recommendations they believed would ensure improved productivity and reduced operating costs. The objectives of the AT & T study were to evaluate the FAA's modernization program, and then, based on AT & T's experience in their modernization effort, make recommendations to improve the FAA's program. The recommendations can be generalized into three areas which are: (1) Separate the monitoring and control of facilities from the automation and centralization of operations, thereby enabling independent efforts in those areas. (2) Establish an overall program management plan, and (3) Establish a model for centralization of the work force in the automated environment. (Author).

Under this program, FAA is acquiring new surveillance, data-processing, navigation, and communications equipment in addition to new facilities and support equipment. Totaling 126 active projects, the modernization effort is estimated to cost $26.5 billion from fiscal year 1982 through fiscal 2004.' Of this total, FAA estimates that it will need $12.9 billion for 59 information technology projects-the software/intensive and complex information and communications systems supporting the air traffic control system. Given the large expenditures required to carry out FAA'S modernization effort, the past problems, and the continuing concerns about key projects funded under the program, the Chairmen and Ranking Members of the Senate Committee on Commerce, Science, and Transportation's Subcommittee on Aviation and the House Committee on Transportation and Infrastructure's Subcommittee on Aviation asked GAO to review FAA'S investment management approach as carried out through the Acquisition Management System (AMS), which was implemented in April 1996. GAO evaluated the processes, data, and decisions that FAA uses to select, control, and evaluate its investments. This report addresses the extent to which FAA, through AMS, (1) has established a structured approach for selecting and controlling its investments; (2) incorporates all investments, including those currently in operation, in the agency's portfolio; and (3) selects, controls, and evaluates its investments with complete and reliable information.
