Book excerpt: Disintegrating Empire examines the entangled histories of three threads of decolonization: the French welfare state, family migration from Algeria, and the French social workers who mediated between the state and their Algerian clients. After World War II, social work teams, midlevel bureaucrats, and government ministries stitched specialized social services for Algerians into the structure of the midcentury welfare state. Once the Algerian Revolution began in 1954, many successive administrations and eventually two independent states—France and Algeria—continuously tailored welfare to support social aid services for Algerian families migrating across the Mediterranean. Disintegrating Empire reveals the belated collapse of specialized services more than a decade after Algerian independence. The welfare state’s story, Elise Franklin argues, was not one merely of rise and fall but of winnowing services to “deserving” clients. Defunding social services—long associated with the neoliberal turn in the 1980s and beyond—has a much longer history defined by exacting controls on colonial citizens and migrants of newly independent countries. Disintegrating Empire explores the dynamic, conflicting, and often messy nature of these relationships, which show how Algerian family migration prompted by decolonization ultimately exposed the limits of the French welfare state.

Book excerpt: The European Rescue of the Franco Regime, 1950-1975 explores how the governments of the founding members of the European Coal and Steel Community and the European Economic Community, acting collectively via the European Communities, assisted in the consolidation of the Franco regime. It explains how the Six (the Nine after 1972) implemented a set of policy measures that facilitated the subsistence of the Franco regime, proving that trade with the Six improved Spain's overall economic performance, which in turn secured Franco's rule. The Six provided the Spanish economy with a stable supply of essential raw materials and capital goods and with outlet markets for the country's main export commodities. Through these mechanisms the European Communities assisted Spanish economic development and supported the stabilization of the non-democratic political regime ruling Spain. The Franco regime was never threatened by European integration and the Six/Nine managed to isolate meaningful Community negotiations with Spain from mounting political disturbance. The European Rescue of the Franco Regime, 1950-1975 shows that without unremitting material assistance from Western Europe, it would have been considerably more challenging for the Franco regime to attain the stability that enabled the dictator to maintain his rule until he died peacefully at 82 years old.

These flows depend on the age, size, and environment of theorganization; additionally, technology plays a key role because of itsimportance in structuring the operating core. Various ideas developed about the form this should take and the models on which it could be based, from those of ancient Greece and Rome, to modern republics such as Geneva or the United States of America. However, a small number of thinkers - centred around the radical, Paris-based Cordeliers Club - looked to the writings of seventeenth- and eighteenth-century English republicans for guidance about realising ancient republican ideals in the modern world. This book offers an intellectual history of the Club, through a close analysis of texts and the relationships between their authors. Its main focus is on individual club members and their translations of and borrowings from the works of such thinkers as Marchamont Nedham, James Harrington, Algernon Sidney and Thomas Gordon: the author shows how the Cordeliers adapted and developed those ideas so as to make them serve contemporary circumstances and concerns, and demonstrates that even after the establishment of a French republic in 1792, members of the Cordeliers Club continued to make use of English republican ideas in order to respond to key constitutional and political questions.

Book excerpt: The European Union is the world’s most advanced international organization, presiding over a level of legal and economic integration unmatched in global politics. To explain this achievement, many observers point to its formal rules that entail strong obligations and delegate substantial power to supranational actors such as the European Commission. This legalistic view, Mareike Kleine contends, is misleading. More often than not, governments and bureaucrats informally depart from the formal rules and thereby contradict their very purpose. Behind the EU’s front of formal rules lies a thick network of informal governance practices. If not the EU’s rules, what accounts for the high level of economic integration among its members? How does the EU really work? In answering these questions, Kleine proposes a new way of thinking about international organizations. Informal governance affords governments the flexibility to resolve conflicts that adherence to EU rules may generate at the domestic level. By dispersing the costs that integration may impose on individual groups, it allows governments to keep domestic interests aligned in favor of European integration. The combination of formal rules and informal governance therefore sustains a level of cooperation that neither regime alone permits, and it reduces the EU’s democratic deficit by including those interests into deliberations that are most immediately affected by its decisions. In illustrating informal norms and testing how they work, Kleine provides the first systematic analysis, based on new material from national and European archives and other primary data, of the parallel development of the formal rules and informal norms that have governed the EU from the 1958 Treaty of Rome until today.
