There are also some brief extracts, in the Appendix to that volume, of Mr. Clay's speeches on the Compromises of 1850. But the last part of this volume, beginning on page 391, contains all the most important speeches of Mr. Clay in the Thirty-first Con gress, with the exception of that of the 5th and 6th of Feb ruary, 1850. As the editor found occasion to interweave numerous notes between speeches and parts of speeches, de livered in the Thirty-first Congress, the introductions to these speeches are more brief, their place being supplied by the notes. Book excerpt: Excerpt from The Life and Speeches of Henry Clay, Vol. 2 [During the session of congress in 1832, in consequence of the violent opposition to the protective tariff then in operation, by South Carolina and other southern states, various propositions were introduced for the reduction of duties on imported articles, which finally resulted in the passage of a new tariff law, in July, 1832. This bill, which was reported in the house of representatives by Mr. John Quincy Adams, although it was voted for by many southern members, on the ground of its being a reduction of the former scale of duties, was not satisfactory to them, and the controversy on the subject of the tariff was not settled until the following year, when Mr. Clay's compromise bill was adopted, providing for a gradual diminution of the tariff of 1832. In the following speech, Mr. Clay, in reply to Mr. Hayne, of South Carolina, and others, enters into a minute and careful examination of the American system, and its effects on the interests of the country; defending, with his usual skill and eloquence, the doctrine of protection to domestic industry. This effort adds another monument to his wisdom and fame, which will, we believe, be referred to by statesmen, who seek the true interests of the country, through all future ages of the republic. The resolution offered by Mr. Clay in January, proposing a reduction of duties on certain imported articles not coming in competition with our manufactures, which he had supported in the foregoing speech of January eleventh, was still under consideration.] In one sentiment, Mr. President, expressed by the honorable gentleman from South Carolina (general Hayne), though perhaps not in the sense intended by him, I entirely concur. I agree with him, that the decision on the system of policy embraced in this debate, involves the future destiny of this growing country. One way, I verily believe, it would lead to deep and general distress, general bankruptcy, and national ruin, without benefit to any part of the union; the other, the existing prosperity will be preserved and augmented, and the nation will continue rapidly to advance in wealth, power, and greatness, without prejudice to any section of the confederacy. Excerpt: ... mainly historical and extremely close: --he did not deviate at all from the main point at issue, though he dashed aside the extraneous considerations by which the members of the opposition sought to prevent an approval of the Proclamation. Both as one of the earliest, and one of the best, specimens of his argumentative eloquence, aside from its intrinsic worth, this speech of Mr. Clay is eminently deserving an attentive perusal. It had great weight when pronounced in the Senate, gaining the support of many of those who had previously been among the warmest opponents of the measure he had vindicated, and securing, by a handsome majority, the approval of this timely Proclamation of the President. Though the part he took in the debate upon this question has most general interest, still the other legislative labors of Mr. Clay at this session were both arduous and important. He mingled in nearly all its discussions, and, as a member of several of the most important committees of the Senate, performed an amount of labor rarely surpassed by any member of any legislative body. In March he reported, for the committee to whom the subject was referred, a bill granting right of pre-emption under certain conditions to purchasers of western public lands--which was adopted by the Senate; and soon after procured the passage of an act more effectually to regulate trade and commerce with the Indian tribes and to preserve peace on the frontier. In the latter part of April, being greatly exhausted by the fatigues and labors of Senatorial service, he obtained leave of absence for the remainder of the session.
