Book excerpt: The Clean Water Act (CWA) requires that wetlands be protected from degradation because of their important ecological functions including maintenance of high water quality and provision of fish and wildlife habitat. However, this protection generally does not encompass riparian areasâ€"the lands bordering rivers and lakesâ€"even though they often provide the same functions as wetlands. Growing recognition of the similarities in wetland and riparian area functioning and the differences in their legal protection led the NRC in 1999 to undertake a study of riparian areas, which has culminated in Riparian Areas: Functioning and Strategies for Management. The report is intended to heighten awareness of riparian areas commensurate with their ecological and societal values. The primary conclusion is that, because riparian areas perform a disproportionate number of biological and physical functions on a unit area basis, restoration of riparian functions along America's waterbodies should be a national goal.

Book excerpt: "This monitoring plan for aquatic and riparian resources was developed in response to monitoring needs addressed in the Biological Opinions for bull trout (U.S. Department of the Interior, Fish and Wildlife Service 1998) and steelhead (U.S. Department of Commerce, National Marine Fisheries Service). It provides a consistent framework for implementing the effectiveness monitoring of aquatic and riparian resources within the range of the Pacific Anadromous Fish Strategy (PACFISH) and the Inland Fish Strategy (INFISH). The primary objective is to evaluate the effect of land management activities on aquatic and riparian communities at multiple scales and to determine whether PACFISH/INFISH management practices are effective in maintaining or improving the structure and function of riparian and aquatic conditions at both the landscape and watershed scales on Federal lands throughout the upper Columbia River Basin. A list of attributes thought to be important in defining aquatic and riparian habitat conditions and their relationship with listed species were identified. The list of attributes was then translated into measurable criteria and compiled to form sampling protocols for both stream channel parameters (Part II) and vegetation parameters (Part III). These sampling methods were tested for variability, and the results are documented in two other publications "Testing Common Stream Sampling Methods for Broad-Scale, Long-Term Monitoring." (Archer and others 2004) and "The Repeatability of Riparian Vegetation Sampling Methods: How Useful Are These Techniques for Broad-Scale Monitoring?" (Coles-Ritchie and others, in preparation). "

Book excerpt: Presented here are the monitoring protocols for the Status and Trends Monitoring of Riparian and Aquatic Habitats project in the Olympic Experimental State Forest (OESF). The procedures yield the empirical data needed to address key uncertainties regarding the integration of timber production and habitat conservation across landscapes and assess progress toward achieving the conservation objectives stated in the Washington State Trust Lands Habitat Conservation Plan (HCP). The HCP calls for the provision of habitat for viable salmonid populations and riparian-obligate species. The OESF watersheds are managed under an experimental “integrated management” approach which includes riparian buffers with varied-width and blending forest management and habitat conservation at the stand and landscape level. In a broader framework, the OESF as part of the USDA Forest Service Experimental Forest and Range Network, provides opportunities for research and education to improve our understanding of Pacific Northwest ecosystems and natural resource management. Detailed monitoring protocols are described here for nine habitat attributes including stream temperature, channel morphology, stream shade, channel substrate, in-stream-large wood, habitat units and channel classification, stream discharge, riparian microclimate, and riparian vegetation.
