Recognizing that forests are an integral part of the social fabric in the region, initiatives such as community forestry, small-scale tree plantations and agroforestry, as well as payments for environmental services have aimed at conserving the natural forest landscape. At the same time these attempt to protect and enhance the well-being of poor local smallholders including indigenous groups, traditional communities and small farmers. Against this background, this book analyses numerous promising local tree and forest management initiatives taken by smallholders in the Bolivian, Brazilian, Ecuadorian and Peruvian Amazon to better understand the key success factors. The insights gained from more than 100 case studies analyzed by researchers from Latin-America and Europe in cooperation with local stakeholders reveal the need for critical reflection on the initiatives targeting poor Amazonian families. The book discusses an operational vision of rural development grounded on the effective use of smallholders’ capacities to contribute to a sustainable and equitable development of the region. It provides helpful information and ideas not only for scientists, but also for development organisations, decision makers and all who are interested in one of the major challenges facing the Amazon: to combine equitable development with the conservation of its unique ecosystems.

Book excerpt: Despite the recent economic upswing in many Latin American countries, rural poverty rates in the region have actually increased during the past two decades. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.

Book excerpt: The cultivation of the three sisters (corn, beans, and squash) on subsistence farms in El Salvador is a multispecies, world-making, and ongoing process. Milpa describes a small subsistence corn farm. It is derived from the word milli (‘field’, or a piece of land under active cultivation) in Nahuatl. The milpa is a farming practice that uses perennial, intercropping, and swidden (fire and fallow) techniques that predates the Spanish conquest of the Americas. Kneeling Before Corn focuses on the intimate relations that develop between plants and humans in the milpas of the northern rural region of El Salvador. It explores the ways in which more-than-human intimacies travel away from and return to the milpa through human networks. Collective and multivocal, this work reflects independent lines of investigation and multiple conversations between co-authors—all of whom have lived in El Salvador for extended periods of time. Throughout the six chapters, the co-authors invite readers to consider more-than-human intimacies by rethinking, experimenting with, and developing new ways of documenting, analyzing, and knowing the intimacies that form between humans and the plants that they cultivate, conserve, long for, and eat. This book offers an innovative account of rural El Salvador in the twenty-first century.
