Between 1990 and 2003, 120 developing countries carried out nearly 8,000 privatization transactions and raised $410 billion in privatization revenues. Privatization activity peaked in 1997 and dropped off in the late 1990s and, while still at overall low levels, is slowly creeping back. While there are a large number of studies assessing the impact of privatization on enterprise performance and overall welfare, there are no systematic data on the extent to which privatization has changed the role of state enterprises in the economy. Anecdotal evidence suggests that the state's role has been substantially reduced in Eastern and Central Europe and in certain countries in Latin America. But available evidence also suggests that, despite a long track record of privatization, government ownership in state enterprises is still widely prevalent in some regions and countries, and in certain sectors in virtually all regions. The paper shows that the costs of not reforming state enterprises are high and that continued efforts need to be made to improve their performance by improving privatization policies and institutions; adopting more of a case-by-case approach for complex sectors and countries; and exposing state enterprises to market discipline through new private entry and exit of unviable firms and improvements in their corporate governance. For the last eight years an international team from Germany, Sweden, Norway, the UK, the US and Canada have been searching for promising practices that treat residents, families and staff with dignity and respect in ways that can also bring joy. While we did find ideas worth sharing, we also saw a disturbing trend toward privatization. Privatization is the process of moving away not only from public delivery and public payment for health services but also from a commitment to shared responsibility, democratic decision-making, and the idea that the public sector operates according to a logic of service to all. This book documents moves toward privatization in the six countries and their consequences for families, staff, residents, and, eventually, us all. None of the countries has escaped pressure from powerful forces in and outside government pushing for privatization in all its forms. However, the wide variations in the extent and nature of privatization indicate privatization is not inevitable and our research shows there are alternatives.

Book excerpt: In the new global political economy, "privatization" names a transformation of the roles of public and private actors with the goal of reforming government policies and economic aid programs. It is an objective, a slogan, a fetish. But what does it signify? On the one hand, it refers to the process of changing industries, businesses, and services from governmental or public ownership to private agencies. But privatization now also extends to what are normally the prerogatives of national states: taxation, customs, internal security, national defense, and peace negotiations. In much of the literature, privatization is associated with the retreat, decline, or even demise of the state. Using Max Weber's concept of delegation, or "discharge," as a point of departure, Hibou and the contributors of this volume propose an alternative view, interpreting the contemporary restructuring of economic and political relations in much of the world as "the privatization of the state." This book challenges received ideas about the process of globalization and its presumed homogenization by suggesting that rather than weakening the powers of the state, privatization actually strengthens it. With examples from Russia, Poland, China, Taiwan, Indonesia, North Africa, and sub-Saharan Africa, the book questions the supposed inefficiency of states in regulating capitalism and the role economic and financial knowledge play as substitutes for political and social analysis.

It is an unbelievable revelation from the stage of lofty idealism to the sublime apathy of deception, complicit with duplicity and hypocrisy, in enforcing the law unequally against opponents for political expediency, whilst those wielding power, themselves, have brazenly acted otherwise, perpetrating offences of much greater gravity, including also shielding lackeys and cronies. Amazingly, the highest judiciary, castigating corruption, upholds the dire need for governance and enforcement of the rule of law, including against the highest in the country. Brilliant in-depth research into real human behavior and wheeler-dealing in the upper echelons of Governments-an ideally invaluable Book for academics and professionals interested in political science, human behaviour, governance, public finance, commerce, rule of law, forensic accounting and privastisation, and for public interest activists.

Once the case for privatization is established, the author proceeds methodically to study the process itself, and concludes that a decision to privatize should be based not on political ideology alone, but on a sober empirical analysis of its expected costs and benefits. One of the book's highlights is the emphasis placed on the importance of the "indirect" costs of privatization, particularly those associated with the use of foreign resources. The presence of foreigners holding key positions in a newly independent state is often resented by the nationals, and may even lead to political instability. Another highlight is a myth exploded: the author denies any automatic link between privatization and democratization. He deplores donors who insist on progress in privatization as a condition for disbursing aid, based on their false belief that more privatization means better democracy.
