Book excerpt: This paper investigates the impacts of export manufacturing on local labor markets and vital demographic outcomes in Mexico. Analysis of data from a large-scale export manufacturing program indicates that exogenous expansions in U.S. demand for Mexican imports increase employment rates in the formal manufacturing sector of Mexico. This result is driven by unemployment reductions among unskilled workers, and by women drawn into activity in the workforce, rather than by a crowding-out effect affecting existing jobs in other sectors. Export manufacturing disrupts marriage markets through these labor market impacts, reducing marriage rates and increasing divorce rates. Moreover, export manufacturing improves female access to social security and reduces female, infant, and fetal mortality. These results highlight the role of export manufacturing programs in transforming developing countries' economic and demographic outcomes.

The discussion is confined to the United States. The study is divided into four parts. With economic development, longevity has increased - more so for females than for males. As a result, the share of females and elderly persons in the working-age population has increased. For the periods 1900-1930 and 1930-1950, the relation between changes in the sex-age composition of the working-age population and the rise in the share of females in the labor force is investigated. In section II, factors that may influence the supply of female labor services at a moment of time and over time are surveyed. The variables include (1) the decline in the birth rate and in average family size, (2) the spread of education, (3) urbanization, (4) the reduction in the length of the work week, (5) changes in the legal, political, and social statue of women, (6) the growth in real income, and (7) the reduction in housework. In section III factors influencing the demand for female labor services are examined. The analysis is based on the relation between the job characteristics of various occupations and the characteristics of women as active workers. in section IV a procedure is adopted for testing the relation between the growth of the distribution and service industries and the rise in the share of females in the labor force.

Book excerpt: The labor force participation rate of married women first declines and then rises as countries develop. Its þ-shape is revealed both across the process of economic development and through the histories of currently advanced countries. The initial decline in the participation rate is due to the movement of production from the household, family farm, and small business to the wider market, and to a strong income effect. But the income effect weakens and the substitution effect strengthens at some point. This paper explores why the change takes place and why the þ-shape is traced out. When women are poorly educated their only wage labor outside the home and family is in manual work, against which a strong social stigma exists. But when women are educated, particularly at the secondary level, they enter white-collar work, against which no social stigma exists. Data for more than one-hundred countries and for United States history are used to explore the hypothesis of the þ-shaped female labor force function.

As a result, a frequent debate centers on whether the apparel industry--the most female-intensive and globally engaged manufacturing industry--can be a key player in this strategy. In recent decades, the apparel industry has shifted production to low-wage developing countries, increasing the demand for women, closing male-female wage gaps, and bringing women into the formal labor force from agriculture and informal work. But is an apparel-led export strategy sufficient to induce a broader transition from jobs women do to survive to careers promising stable employment and a sense of identity? 'From Jobs to Careers' answers this question by focusing on seven countries where apparel plays a vital role in their export baskets--Bangladesh, Cambodia, the Arab Republic of Egypt, Pakistan, Sri Lanka, Turkey, and Vietnam. It finds that the apparel industry indeed can serve as a launching pad to bring more women into the labor market. For this approach to work, however, complementary policies must tackle the barriers that hinder women's pursuit of long-term workforce participation and better-paid occupations. Key policy recommendations include increasing the participation of female production workers in export-oriented apparel manufacturing and associated industries, upgrading within manufacturing-related industries, boosting access to education, and breaking glass ceilings. The report also seeks to shift the paradigm of how we think of women in the labor force by stressing the importance of their transition from jobs to careers--the so-called 'quiet revolution.'

Old patterns of population redistribution, industrial location, labor-force participation, household formation, and fertility are changing. The resulting uncertainty has increased interest in forecasting because mere extrapolations of past trends are proving inadequate. In the United States of America popUlation forecasts received even more attention after federal agencies began distributing funds for capital infrastructure to state and local governments on the basis of projected future populations. If the national government had based those funding decisions on locally prepared projections, the optimism of local officials would have resulted in billions of dollars worth of excess capacity in sewage treatment plants alone. Cabinet-level inquiries concluded that the U. S. Department of Commerce should (1) assume the responsibility for developing a single set of projections for use whenever future population was a consideration in federal spending decisions and (2) develop methods which incorporate both economic and demographic factors causing population change. Neither the projections prepared by economists at the Bureau of Economic Analysis nor those prepared by demographers at the Bureau of the Census were considered satisfactory because neither method adequately recognized the intertwined nature of demographic and economic change. Book excerpt: South Asia has grown rapidly with significant reductions in poverty, but it has not been able to match the fast-growing working age population, leading to lingering concerns about jobless growth and poor job quality. Could export growth in South Asia result in better labor market outcomes? The answer is yes, according to our study, which rigorously estimates—using a new methodology—the potential impact from higher South Asian exports per worker on wages and employment over a 10-year period. Our study shows the positive side of trade. It finds that increasing exports per worker would result in higher wages—mainly for better-off groups, like more educated workers, males, and more-experienced workers—although less-skilled workers would see the largest reduction in informality. How can the benefits be spread more widely? Our study suggests that scaling up exports in labor-intensive industries could significantly lower informality for groups like rural and less-educated workers in the region. Also, increasing skills, and participation of women and young workers in the labor force could make an even bigger dent in informal employment. The region could achieve these gains by: (i) boosting and connecting exports to people (e.g., removing trade barriers and investment in infrastructure); (ii) eliminating distortions in production (e.g., by more efficient allocation of inputs); and (iii) protecting workers (e.g., by investing in education and skills).
