The contributors to this volume contest conventional approaches, stemming from structuralism and dependency theory, which portray a rather negative view of the impact of nineteenth-century globalization upon Latin America. It has been considered that, as a result of the role of Latin American countries as providers of raw materials produced in enclaves dominated by foreign capital, their participation in the world economy has had adverse consequences for their long-term development. This volume addresses a representative sample of countries with varied initial conditions and resource endowments, a diverse productive specialization, as well as different degrees of integration to the world economy. This allows a direct comparison among the different experiences within the region, which in turn enables a more nuanced understanding of the contribution of exports to economic growth and economic modernization. Seven national case studies are presented – Argentina, Brazil, Colombia, Chile, Peru, Mexico and Bolivia – which offer an insight into the successes of a region traditionally viewed as disadvantaged by globalization and export-led growth. While these have not affected Latin American countries in the same way, other economic problems emerged after the reversion of loose monetary policies that debilitated the export-led growth model. This book discusses the issue of the financialised globalisation model in Latin America, looking at the region’s relationship with the international market. This edited collection is divided into three main sections. The first section discusses regional trends highlighting issues of trade and payments in financialised economies, the impact on deindustrialisation, its effect on inequality, external capital movements and monetary policies. The second section analyses the failure of comparative advantages of the export-led model in Colombia, Argentina and Mexico. Finally, the last section deals with the growth of financial balance sheets in small and developing economies such as Chile; how growth, investment and big corporation evolution were affected in Brazil and Mexico; and the effects of foreign exchange activity in Mexico. Through these discussions, this book aims to deepen the understanding of the crisis of financialisation and the export-led model, raising the question of whether it is possible for this model to continue or if it requires major readjustments to unfold economic growth. This book provides a distinctive analysis of the financialisation mechanisms in developing countries in order to emphasise affinities and differences between the countries of the region in productive and financial terms. Indeed, China's growing appetite for primary products, and the ability of Latin America to supply that demand, has played a role in restoring growth in Latin America, both in the run-up to the global financial crisis and in its aftermath. The dragon in the room that few are talking about is the fact that China is simultaneously out-competing Latin American manufacturers in world markets—so much so that it may threaten the ability of the region to generate long-term economic growth. One of the authors' key claims is that China is rapidly building the technological capabilities necessary for industrial development, whereas Latin American tech innovation and sophistication lags considerably. At a deeper level, the findings in this volume imply that China's road to globalization, one that emphasizes gradualism and coordinated macro-economic and industrial policies, is far superior to the "Washington Consensus" route taken by most Latin American nations, particularly Mexico.

Book excerpt: Despite progress in communication technologies, lack of information still severely handicaps companies seeking to operate in international markets. Furthermore, the investments that these companies must make to gather the information required to trade with foreign markets may yield reduced returns and may consequently be low from a social point of view as third parties may derive benefits from this same information. Thus, lack of information may negatively affect trade, and thereby productivity and economic growth. For these reasons, firms carrying out export projects may require support to overcome information barriers. This is precisely the service that export promotion organizations provide. But, there is little evidence on how well these organizations perform this task. Export promotion is costly, and the resources used might be better employed elsewhere. In order to ascertain that these resources are, in fact, being well invested, it must be first determined whether the policy initiatives they finance have an impact on those variables that are supposed to affect, in this case, exports. Making this determination is the aim of this report. This study first makes a comprehensive analysis of export promotion organizations in some three dozens of countries and regions; and second, it provides robust evaluations, using state-of-the-art econometrics and original data sets purposely compiled, of the impacts that policies have had on export outcomes of countries and firms. Findings reported in this study suggest that trade promotion has been effective in facilitating export expansion, especially along the extensive margin. At the same time, the report points the need for further research to gain deeper insights into its relative merits.

The results suggest that trade agreements have markedly boosted exports in Latin America, on an average by 76.4 percentage points over ten years. However, there is variation across countries and agreements. The export gains due to trade agreements are lower than the world average comprising 104 country pairs in the period 1983-1995.

The paper combines two approaches: First, we employ a cross-country panel framework to analyze the macroeconomic effects of international trade on economic growth and inequality considering the strength of trade connections as well as characteristics of countries’ export markets and products. Second, we consider event studies of past episodes of trade liberalization to extract general lessons on the impact of trade liberalization on economic growth and its structure and inequality. Both approaches consistently point to two broad messages: First, trade openness and connectivity to the center of the trade network has substantial macroeconomic benefits. Second, we do not find a statistically significant or economically sizable direct impact of trade on overall income inequality.
