All three disagreements have recently flared into potentially violent incidents that could erupt again at any time. The book explores each situation and proposes concrete compromise solutions to each of the outstanding disputes. The key recommendation the book sets forth is that the disputes in question be resolved through the conclusion of separate negotiated agreements between Japan and each of its neighbors, whereby separate Zones of Cooperation and Environmental Protection are established in northeast Asia. These three agreements would be international treaties with the purpose of establishing ongoing permanent cooperation in the three disputed areas. The book concludes with a discussion of the need for broader multilateral institutions of cooperation. The nations of Northeast Asia are searching for new modes of ensuring their security in the era of uncertainty marking the post-Cold War period. There is a need for cooperative security in Northeast Asia that is aimed at engaging all of the nations in dialogue and cooperation. A cooperative system would focus on reducing tensions, preventing war and diffusing the potential threats to regional stability. Although there are no clear and immediate dangers in Northeast Asia, there are many unresolved problems of security that warrant multilateral cooperation. Due to the importance of the seas and growing concern about maritime issues, maritime security could be a catalyst for establishing multilateral cooperative security. The United States is in a unique position to cooperate with Northeast Asian nations in maritime cooperative security. Finally, multilateral cooperative security will allow all of the nations involved to spend less on defense and concentrate more on the goal of creating an environment conducive to modernization and prosperity.

Although China, South Korea, and Japan have generally compartmentalized bilateral trade relations in order to ensure continuing prosperity of their respective economies, regionally institutionalized cooperation remains weak, even in this domain. Trilateral political and security cooperation among these states is virtually nonexistent. China's disinclination (as an emerging regional hegemon) toward regional cooperation and Japan's failure to settle its historical problems are regarded as the key reasons for the lack of such a development. Yet despite this fraught situation the prospects for regional cooperation among the three main Northeast Asian powers have seen glimmers of hope. This paper argues that security is surprisingly one of the areas where scholars and practitioners envision a foundation for increased opportunities for regional cooperation. The most noteworthy case is the ongoing coordination among China, Japan, and South Korea (along with some others) to fight piracy in the Gulf of Aden area. Beyond the result of reducing piracy on commercial shipping, the counter-piracy effort has fostered cultural exchange among the region's different navies and coastguards, offering opportunities for growing the spectrum of maritime security expertise beyond what each country would be able to do alone. This paper looks at the implications of this combined effort for other potential areas of cooperation among the Northeast Asian states.
