Book excerpt: As the legislative bodies of democratic nations, parliaments play a fundamental role in society. Consequently the linguistic practices observed in parliamentary discourse are of importance to everyone. This volume brings together leading researchers in areas of corpus linguistics, big data, parliamentary discourse, and historical linguistics in a truly interdisciplinary exploration at the vanguard of big data and corpus methods with the aim to investigate the intersection between linguistic and social change. Making use of both quantitative and qualitative methods, the studies included in this volume range from a focus on explicitly linguistic phenomena to topics that contribute to our understanding of language and society more generally. It breaks new ground in its critical reflection on the conceptual and methodological challenges of using large corpora of parliamentary discourse to study both the specialised language of parliamentary speech and the societies that the parliaments in question represent and govern.

The literature then goes off to unpack the intersection of the two circles and partners the term data in this manner with terms descriptive of the domain of society — ownership, control, surveillance, and privacy, to name but a few.Within this book, we want to promote an alternative viewpoint of the relationship between data and society. Rather than explaining how data fits with or contributes to some burning societal issues, we want to explain how data is constitutive of many such issues. The term constitutive is used here in the sense of data having power to institute, establish, or enact society.Our viewpoint means that if you are to properly understand the constitutive nature of data, you must start from first principles and closely examine the nature of data itself. You must also focus on the mechanics of data — how data is represented and articulated in records or more generally in data structures.Our aim in doing this is to examine the place of data structures across cultures and societies. In doing so, we hope to better understand why we, as humans, make records. While private companies are using this macroscopic tool, policy-makers and evaluators have been slower to adopt big data to make and evaluate public policy. Cyber Society, Big Data, and Evaluation shows ways big data is now being used in policy evaluation and discusses how it will transform the role of evaluators in the future. Arguing that big data will play a permanent and growing role in policy evaluation, especially since results may be delivered almost in real time, the contributors declare that the evaluation community must rise to the challenge or risk being marginalized. This volume suggests that evaluators must redefine their tools in relation to big data, obtain competencies necessary to work with it, and collaborate with professionals already experienced in using big data. By adding evaluators’ expertise, for example, in theory- driven evaluation, using repositories, making value judgements, and applying findings, policy-makers and evaluators can come to make better-informed decisions and policies.
