Available in PDF, EPUB and Kindle. Book excerpt: Beginning in 2006, vocational education experienced significant cuts in federal and state funding. The lack of vocational education programs created a deficit of skilled labor, which is causing a shrinkage in the middle class of the United States of America and large number of skilled technical jobs go unfilled. The purpose of this study is to explore opportunities through Career Technical Education that address the need for skilled labor education. For this study 218 programs at 64 high schools, all in 11 school districts were evaluated. Career Technical Education pathways motivate students to endure difficult subjects because they have a reason to complete high school. Schools that receive Title I funds have a graduation rate that is 20.95% lower than their non-Title I sister schools, in this study. Results from this research indicates high school pathways that culminate in advanced placement courses have dramatically higher graduation rates. Other significant results of this study include that soft skills that are unique to the vocational environment. Soft skills are defined as highly sought-after competencies needed by employers but rarely taught in school. Practice Implications include adopting programs such as Project Lead The Way is an organization that offers standards-aligned programs that culminate in advanced placement courses and offer professional development to support teachers. Policy implications indicate that the state of California must increase funding to Career Technical Education, including science, technology, engineering and math pathways, then follow-up in community college with additional schooling. Vocational education offers opportunities to students of all backgrounds that are unavailable in traditional academics that include hands-on experiences are invaluable to internalizing education and becoming a life-long learner.

County the dropout rate, estimated at 55%, is higher than the graduation rate. The current focus on career tech. ed. (CTE) is a measure of the intensity of the search for solutions. CTE -- with its real world relevance and project-based learning -- is a way to engage students in education that is different than a purely academic approach. This study of CTE found encouraging evidence that CTE -- in its modern, academically demanding form -- can deliver an alternative approach to learning that can keep students engaged, help improve grade point averages and prepare students for both the work world and higher education. The Career Technical Education Pathways Initiative (the Initiative) became law in 2005 with Senate Bills 70 and 1133 and provided more than $380 million over eight years to improve career technical education (CTE) in California. The Initiative brought together community colleges, K-12 school districts, adult schools, Regional Occupational Centers and Programs (ROCP), employers, workforce investment boards, economic agencies, organized labor, and community partners to strengthen the connection between school and careers. The overarching goal of the Initiative was to better prepare California students to seek and succeed in jobs that require high-level skills and pay high wages, with a particular emphasis on meeting the needs of students in underserved groups. This report highlights the initiatives activities in the 2013-14 fiscal year. These include increasing the number and quality of career pathways and career technical education courses, increasing enrollment in career technical education programs of students in underserved groups, and engaging business and industry groups to collaborate with schools to provide internships.

Book excerpt: While empirical studies on rural education have defined many of the socioeconomic factors associated with rural students nationally, there is a lack of definitive and comprehensive research defining the benefit or value of career technical education for rural California high school students. Consequently, this lack of research may in turn contribute to inadequate support. Perceptions associated with the value of career technical education have shifted over time both nationally and within the state of California. Rural California schools report declining CTE enrollment; furthermore, rural counties continue to report higher levels of poverty and unemployment. Given a recent change in California's public education funding model requiring local stakeholder input on funding decisions, this lack of research may in turn contribute to a lack of understanding by local educational leaders, teachers, and the general public regarding how CTE programs can be of a benefit to rural communities. CTE, however, is believed to have the potential to play a vital role in reversing negative socioeconomic trends for rural communities. This study uses a survey to examine the value of CTE programs in rural California high schools. The purpose of this study was to examine the factors impacting CTE in rural high schools. The sample of participants in this study represents a convenience sample of members of the California Association for Career and Technical Education, the California Association of Regional Occupational Centers and Programs, the California Workforce Association, and the California Future Farmers of America's Agriculture Teachers' Directory. Participants were solicited to participate in the study via both email to 1,809 unique addresses and LinkedIn group discussion board posts. Respondents completed a web-based survey including 25 survey items. A total of 175 surveys were submitted to SurveyMonkey web-based survey administration software. The analysis and synthesis of the survey led to three thematic findings: (a) need for dedicated CTE funding source, (b) reduce CTE stigma, and (c) streamlining college articulation agreements to include CTE. From the findings, three results were drawn suggesting that rural CTE programs currently offered under a regional approach pursue additional funding and/or regional partnership with local businesses, community colleges, and universities. An acknowledgement of the lingering CTE stigma was articulated by the respondents in survey question comments. This stigma is perpetuated by both a lack of understanding of the value of CTE and the college-for-all philosophy that is promoted at high schools. Thirdly, a concerted effort is needed to expand the awareness of CTE and the lack of relevant workforce skills necessary for a rural job market due to factors associated with living in a remote community.

Book excerpt: The purpose of this project was to develop classroom guidance lessons based on career technical education that would inform students in their junior year of high school about other options for higher education. With the proposed project, Professional School Counselors will be able to support the students having difficulty with core academic classes and moving beyond remedial courses, which causes a greater difficulty of achieving a competitive GPA for college admittance. Many students in remedial courses are not on track to complete the number of years recommended of core academic classes to demonstrate a competitive edge for college admittance, as stated by the California Department of Education (2017). The proposed classroom guidance lessons are beneficial to students struggling with their academics as it will assist them in identifying their skills and interests and provide them with an alternative to receiving a higher education.
