Book excerpt: This book explores the role of the cultural and creative industries (CCIs) as drivers of local economic development. More specifically, it builds on two novel perspectives in order to interpret the phenomenon. First, despite the general recognition that CCIs are innovative economic actors, their creative output is heterogeneous, as CCIs consist of extremely diverse industries, and the concept of innovation differs from sector to sector. Second, CCIs’ creativity is locally rooted, as the context provides innovative inputs for the development of creative ideas, binding creativity with well-established theories of the regional innovation literature. The book explores these new perspectives through a novel database on CCIs’ innovation at a fine industrial and regional scale. Building on these two ideas, the book is subdivided into three parts. In the first, a novel definition of creativity in CCIs is developed in which its heterogeneity and place-based nature are at the core. In turn, the second part addresses the phenomenon of localization choices in CCIs, highlighting their heterogeneous innovativeness and the filière which they belong to as key dimensions for the analysis. In the third part, the impact of CCIs on economic growth is explored. This book offers new evidence on the conditions under which CCIs cluster in space and stimulate development. It appeals to scholars in regional science, cultural economics and related fields, as well as policymakers and practitioners working in the cultural and creative industries.

They require a strong personal commitment, which can be subjectively experienced in terms of passion and selflessness. The choice of a career in the cultural sector provides a good example of this. What are the terms of this calling? What predisposes individuals to answer it? What are the meanings of such a choice? To answer these questions, this book focuses on would-be cultural managers. By identifying their social patterns, by revealing the resources, expectations and visions of the world they invest in their choice, it sheds new light on these occupations. In these intermediary and indeterminate social positions, family heritages intersect with educational strategies, aspirations of upward mobility with tactics against downward mobility, and social critique with adjustment strategies. Ultimately the study of career choices in cultural management suggests a new take on the analysis of social reproduction and on the embodiment of the new spirit of capitalism. The empirical findings of this research conducted in France are set in a broader comparative perspective, at the European level and with the USA.

Considerable research has been conducted to determine what exactly the creative economy is, what occupations are grouped together as such, and how it is to be measured. Organizations on various scales, from the United Nations to local governments, have released ‘creative’ or ‘cultural’ economy reports, developed policies for creative urban renewal, and directed attention to creative placemaking – the purposeful infusion of creative activity into specific urban environments. Parallel to these research and policy interests, academic institutions and professional organizations have begun a serious discussion about training programs for future professionals in the creative and cultural industries. We now have entire colleges offering undergraduate and graduate programs, leading to degrees in arts management, arts entrepreneurship, cultural management, cultural entrepreneurship or cultural economics. And many professional organizations offer specialized training and certificates in cultural heritage, museums studies, entertainment and film. The network economy presents itself in the transactions of electronic commerce, finance, business, and communications. The network economy is also a social condition of discontinuity, indefinite limits, and in-between spaces. In Cornucopia Limited, Richard Coyne uses the liminality of design—its uneasy position between creativity and commerce—to explore the network economy. He argues that design, with its open-ended and transgressive explorations, provides a new way to think about the world of commerce; design's inter-territorial precinct, its in-between condition, offers a way to frame the problems of the Internet economy—for profit vs. for free, private vs. public, security vs. open access, defense vs. permeability. Design, says Coyne, has a natural affinity with the edge condition and the position between polar opposites. Edgy design starts with an idea, brings to mind its opposite, and then works with what emerges from the friction between the two. The designer of a Web portal, for example, might take on the problem of security by focusing on the limits of permeability. Design is edgy, and risky, argues Coyne, in the same way that breaches in network security are risky. In Cornucopia Limited he examines the threshold between conditions exemplified by the boundary between design and commerce. Coyne uses five metaphors of design to develop his argument: the household (in economics, historically opposed to the market), with its relationship to the street mediated by various portals; the machine, rampant and glitchy; the game, competitive but simulated; the gift, precursor to commerce; and the threshold. The threshold condition, Coyne says, is the site of edgy design and a portal into the new. The threshold, he argues, provides the most potent metaphor for understanding the liminal dwellers of the network economy.

Yet, novelty is not enough (a novel idea may be ridiculous or nonsensical). In addition to novelty, to be creative an idea or product must also attain some level of social recognition. The individualist approaches to creativity overestimate the role of the individual and of his/her abilities (the myth of the genius). On the contrary, the socio-cultural approach emphasizes the role played by contexts in the creation process: societies, cultures and historical periods. Accordingly, the individual is seen as a member of many overlapping social groups, each of them has its own network, with a specific structure and organization, which influences the creation of networks of—potentially creative—ideas. Each individual is also a member of a culture, which gives him/her the categories used to understand the world. Finally, each individual is representative of a specific historical period. From a managerial perspective it is important to deepen the knowledge of the contexts, both spatial and cognitive, which favor ‘‘situated creativity’’ in the realm of the cultural industries. This special book offers both theoretical and empirical contributions in an attempt to build such knowledge.
