Over the centuries, analysts have generally treated the questions "Does international commerce influence security?" and "Do trade flows influence security?" as synonymous. In Producing Security, Stephen Brooks maintains that such an overarching focus on the security implications of trade once made sense but no longer does. Trade is no longer the primary means of organizing international economic transactions; rather, where and how multinational corporations (MNCs) organize their international production activities is now the key integrating force of global commerce. MNC strategies have changed in a variety of fundamental ways over the past three decades, Brooks argues, resulting in an increased geographic dispersion of production across borders. The author shows that the globalization of production has led to a series of shifts in the global security environment. It has a differential effect on security relations, in part because it does not encompass all countries and industries to the same extent. The book's findings indicate that the geographic dispersion of MNC production acts as a significant force for peace among the great powers. The author concludes that there is no basis for optimism that the globalization of production will promote peace elsewhere in the world. Indeed, he finds that it has a net negative influence on security relations among developing countries.

Over the past couple of decades, as the international sector of the U.S. economy has shot up in relative importance, concern for the correctness of those international prices has grown too (see Alterman, 1997). Correct measurement of international prices is, however, a challenging task made more complicated by multinational firms' intrafirm transfer pricing. Considerable research has been devoted to understanding multinational transfer pricing (see Eden, 2000). By comparison, however, relatively little has gone into understanding the very driver of the multinational transfer pricing issue, viz., multinational intrafirm trade. It is, hence, this latter topic that I want to take up in this paper.

A broader set of policies for an enabling environment for investment must be embraced: competition, taxation, financial markets, trade, corporate governance, public administration, respect for workers and environmental rights, and other public policy goals. Developing policy frameworks to ensure that multinational enterprises contribute to development goals and capacity building also remain a priority issue on the international agenda.The OECD Global Forum on International Investment, at its inaugural meeting in Mexico City in November 2001, provided a unique platform for participants originating from OECD and non-OECD economies, representing academia, business and labour, and civil society to address the challenges posed by FDI. These selected conference papers add to the existing literature on FDI. They highlight the principal conclusions, include analyses of recent FDI trends and prospects, and discuss ways of maximising the benefits of FDI for development. The papers also examine lessons learned in OECD and non-OECD economies, governments’ responsibilities in FDI policies, corporate responsibility initiatives and the role of multilateral organisations in capacity building for FDI in host countries.

Descartes and Blake associated the symbol with the transcendence of a mystical vision, which involves, for the latter, an epiphanal breakthrough. In Poe, the maelstrom excites conflicting feelings of horror in the face of death and curiosity about the "novel" beyond. Rimbaud develops Blake's and Poe's fascination with a transcendent vision, but for Mallarme, the vortex-symbol is Poesque in the more negative way. Not only is it a threatening destructive force, it is the specter of death itself, relentlessly drawing the shipwrecked mariner to ultimate extinction and nonentity.
