Book excerpt: Between 2002 and 2004, the number of veterans receiving Unemployment Compensation for Ex-Servicemembers and the cost of this program to the U.S. Department of Defense (DoD) increased by about 75 percent. The UCX program is the military counterpart to the civilian Unemployment Insurance (UI) program, which provides income assistance to the unemployed as they search for work. Honorably discharged active-component personnel and reserve-component personnel completing a period of active-duty service of 90 or more days are eligible to receive UCX benefits provided that they meet other federal and state-specific requirements of the UI system. The sharp and sustained increase in the UCX caseload since 2002 has contributed to concerns that veterans of the wars in Iraq and Afghanistan are having difficulty transitioning to the civilian labor market. The research reported in this document examines the reasons why the UCX caseload has risen and considers the implications of those findings for the UCX program.

Book excerpt: The tragedy of September 11, 2001 was so sudden and devastating that it may be difficult at this point in time to write dispassionately and objectively about its effects on the U.S. economy. This retrospective review will attempt such an undertaking. The loss of lives and property on 9/11 was not large enough to have had a measurable effect on the productive capacity of the United States even though it had a very significant localized effect on New York City and, to a lesser degree, on the greater Washington, D.C. area. Thus, for 9/11 to affect the economy it would have had to have affected the price of an important input, such as energy, or had an adverse effect on aggregate demand via such mechanisms as consumer and business confidence, a financial panic or liquidity crisis, or an international run on the dollar. It was initially thought that aggregate demand was seriously affected, for while the existing data showed that GDP growth was low in the first half of 2001, data published in October showed that GDP had contracted during the 3rd quarter. This led to the claim that "The terrorist attacks pushed a weak economy over the edge into an outright recession." We now know, based on revised data, this is not so. At the time of 9/11 the economy was in its third consecutive quarter of contraction; positive growth resumed in the 4th quarter. This would suggest that any effects from 9/11 on demand were short lived. While this may be true, several events took place before, on, and shortly after 9/11, that made recovery either more rapid than it might have been or made it possible to take place. First, the Federal Reserve had eased credit during the first half of 2001 to stimulate aggregate demand. The economy responds to policy changes with a lag in time. Thus, the public response may have been felt in the 4th quarter giving the appearance that 9/11 had only a limited effect. Second, the Federal Reserve on and immediately after 9/11 took appropriate action to avert a financial panic and liquidity shortage. This was supplemented by support from foreign central banks to shore up the dollar in world markets and limited the contagion of 9/11 from spreading to other national economies. Nevertheless, U.S. trade with other countries, especially Canada, was disrupted. While oil prices spiked briefly, they quickly returned to their pre-9/11 levels. Thus, it can be argued, timely action contained the short run economic effects of 9/11 on the overall economy. Over the longer run 9/11 will adversely affect U.S. productivity growth because resources are being and will be used to ensure the security of production, distribution, finance, and communication.

Book excerpt: Since October 2001, approximately 1.64 million U.S. troops have been deployed for Operations Enduring Freedom and Iraqi Freedom (OEF/OIF) in Afghanistan and Iraq. Early evidence suggests that the psychological toll of these deployments -- many involving prolonged exposure to combat-related stress over multiple rotations -- may be disproportionately high compared with the physical injuries of combat. In the face of mounting public concern over post-deployment health care issues confronting OEF/OIF veterans, several task forces, independent review groups, and a Presidential Commission have been convened to examine the care of the war wounded and make recommendations. Concerns have been most recently centered on two combat-related injuries in particular: post-traumatic stress disorder and traumatic brain injury. With the increasing incidence of suicide and suicide attempts among returning veterans, concern about depression is also on the rise. The study discussed in this monograph focuses on post-traumatic stress disorder, major depression, and traumatic brain injury, not only because of current high-level policy interest but also because, unlike the physical wounds of war, these conditions are often invisible to the eye, remaining invisible to other servicemembers, family members, and society in general. All three conditions affect mood, thoughts, and behavior; yet these wounds often go unrecognized and unacknowledged. The effect of traumatic brain injury is still poorly understood, leaving a large gap in knowledge related to how extensive the problem is or how to address it. RAND conducted a comprehensive study of the post-deployment health-related needs associated with these three conditions among OEF/OIF veterans, the health care system in place to meet those needs, gaps in the care system, and the costs associated with these conditions and with providing quality health care to all those in need. This monograph presents the results of our study, which should be of interest to mental health treatment providers; health policymakers, particularly those charged with caring for our nation's veterans; and U.S. service men and women, their families, and the concerned public. All the research products from this study are available at http://veterans.rand.org. Data collection for this study began in April 2007and concluded in January 2008. Specific activities included a critical reviewof the extant literature on the prevalence of post-traumatic stress disorder, major depression, and traumatic brain injury and their short- and long-term consequences; a population-based survey of service members and veterans who served in Afghanistan or Iraq to assess health status and symptoms, as well asutilization of and barriers to care; a review of existing programs to treat service members and veterans with the three conditions; focus groups withmilitary service members and their spouses; and the development of a microsimulation model to forecast the economic costs of these conditions overtime. Among our recommendations is that effective treatments documented in the scientific literature -- evidence-based care -- are available for PTSD and major depression. Delivery of such care to all veterans with PTSD or majordepression would pay for itself within two years, or even save money, by improving productivity and reducing medical and mortality costs. Such care may also be a cost-effective way to retain a ready and healthy military force for the future. However, to ensure that this care is delivered requires system-level changes across the Department of Defense, the Department of Veterans Affairs, and the U.S. health care system.

Commonly referred to as Private Military Companies (PMCs), contractors employ and manage civilian personnel from the private sector in areas of active military operations. Frequently, regular troops become dependent on the services contractors provide a situation that may negatively impact military effectiveness. Since 1991, contractor support on and off the battlefield has become increasingly more visible, varied, and commonplace. Given the current manpower and resource limitations of the national military, the US will likely continue its extensive use of PMCs in support of military operations. This work addresses historical precedents and trends in American logistics, the current scope of contractor involvement in support of regular military forces, and the challenges posed as traditional military institutions integrate increasing numbers of civilian workers and privately owned assets into the battlespace. These problems increase the risk to US personnel and can induce budget overruns rather than savings, disrupt civil-military relations, and have detrimental consequences for the American economy and society. The work concludes by proposing a useful rubric to evaluate this new American way of war. This work considers PMCs and their interdependence with regular and reserve military units in a broad sense. It derives from unclassified material widely available; understandably, these sources limit the analysis. Lessons learned from the Operation IRAQI FREEDOM (OIF) and Operation ENDURING FREEDOM (OEF) theaters may alter findings. Book excerpt: Ever since the Soviet invasion of Afghanistan in 1979, fighters from abroad have journeyed in ever-greater numbers to conflict zones in the Muslim world to defend Islam from-in their view-infidels and apostates. The phenomenon recently reached its apogee in Syria, where the foreign fighter population quickly became larger and more diverse than in any previous conflict. In Road Warriors, Daniel Byman provides a sweeping history of the jihadist foreign fighter movement. He begins by chronicling the movement's birth in Afghanistan, its growing pains in Bosnia and Chechnya, and its emergence as a major source of terrorism in the West in the 1990s, culminating in the 9/11 attacks. Since that bloody day, the foreign fighter movement has seen major ups and downs. It rode high after the 2003 US invasion of Iraq, when the ultra-violent Al Qaeda in Iraq (AQI) attracted thousands of foreign fighters. AQI overreached, however, and suffered a crushing defeat. Demonstrating the resilience of the movement, however, AQI reemerged anew during the Syrian civil war as the Islamic State, attracting tens of thousands of fighters from around the world and spawning the bloody 2015 attacks in Paris among hundreds of other strikes. Although casualty rates are usually high, the survivors of Afghanistan, Syria, and other fields of jihad often became skilled professional warriors, going from one war to the next. Still others returned to their home countries, some to peaceful retirement but a deadly few to conduct terrorist attacks. Over time, both the United States and Europe have learned to adapt. Before 9/11, volunteers went to and fro to Afghanistan and other hotspots with little interference. Today, the United States and its allies have developed a global program to identify, arrest, and kill foreign fighters. Much remains to be done, however-jihadist ideas and networks are by now deeply embedded, even as groups such as Al Qaeda and the Islamic State rise and fall. And as Byman makes abundantly clear, the problem is not likely to go away any time soon.

This analysis reveals that corruption substantially undermined the U.S. mission in Afghanistan from the very beginning of Operation Enduring Freedom. It concludes that failure to effectively address the problem means that U.S. reconstruction programs, at best, will continue to be subverted by systemic corruption and, at worst, will fail.
