Book excerpt: We have now seen the first results from experiments with high energy nuclear beams at Brookhaven and CERN. These experiments, which began about a year ago, use fixed targets at the AGS and SPS. These programs have begun with relatively light ions (A less than or equal to 32 amu) to explore states of compressed nuclear matter in which high energy density is achieved in an environment of high baryon density at energies near the maximum for nuclear stopping. The widespread interest and excitement which these experiments have generated is due in large part to the fact that they are providing the first glimpse of what is expected to be an entire new regime of physical phenomena, and that these experiments will be followed in the near future by measurements with much higher beam masses and much higher collision energies. This is the mission of the Relativistic Heavy Ion Collider (RHIC) project now being prepared for construction at Brookhaven. In this presentation the author briefly describes the experiments which are now being carried out with ions accelerated in the AGS and the plans for heavier beams in the near future with the completion of the AGS Booster Synchrotron, which is now under construction. The author then discusses the status of the RHIC project.

Book excerpt: Since low energy nuclear physics research was discontinued at Brookhaven and replaced by a relativistic heavy ion program, large blocks of time became available at the Tandem Van de Graaff Facility for technological applications and for research in other areas. The main technological application has been the single event upset (SEU) testing of microelectronic devices and this activity has been steadily increasing over the last few years. The ion beam requirements for this type of work are discussed and a description is given of methods used for satisfying these requirements at the Brookhaven facility. Available ion species, energies, ranges, LETs and beam intensities, purity and uniformity are discussed. Characteristics are summarized of a sophisticated and extremely user friendly test chamber and associated hardware and software installed at Brookhaven by a coalition of government agencies and made available for general use. The possibility is mentioned of extending SEU testing to higher energies by using heavy ion beams from a Booster synchrotron now under construction and from the existing large Alternating Gradient Synchrotron (AGS). Finally a brief discussion is given of compatibility with other programs and of future availability of low and high energy heavy ions for SEU testing at Brookhaven. 13 refs., 3 figs.

Book excerpt: At the Relativistic Heavy Ion Collider (RHIC), scientists are investigating not only the primordial properties of the universe but also another fundamental question of particle physics: the property of "spin." A particle's spin comes from its intrinsic angular momentum and is a basic property such as charge or mass. Many existing and future high energy and nuclear physics experiments rely on accessing spin. These experiments require using beams of polarized particles, which have their spins all pointing in one direction. When used as a probe of matter, beams of polarized particles reveal details of fundamental interactions not accessible with unpolarized particles. Experiments using polarized beams also need accelerators capable of accelerating and colliding such beams while preserving polarization. Achieving this, as in so many extraordinary feats that make science discoveries possible, is easier said than done.

Book excerpt: A large and growing community of nuclear and high energy physicists is now embarked on a program of experiments with very high energy nuclear beams. The first round of these experiments will take place late in 1986, with fixed target experiments at the Brookhaven AGS and the CERN SPS. These programs, involving about 300 experimental physicists, will begin with relatively light ions (A approx. = 32 amu) to explore states of compressed nuclear matter in which high energy density is achieved in an environment of high baryon density. Within 2 to 3 years of this initial effort it will be possible with the Booster synchrotron to extend the mass range of AGS beams to cover essentially the entire periodic table. The next goal is then to reach much higher energies with colliding beams of heavy ions, creating thermodynamic conditions with near-zero baryon number which can be directly compared with QCD calculations, exploring the full panoply of phenomena described by Helmut Satz in his physics perspective.

A central goal of modern nuclear physics is to understand the structure of the proton and neutron directly from the dynamics of their quarks and gluons governed by the theory of their interactions, quantum chromodynamics (QCD), and how nuclear interactions between protons and neutrons emerge from these dynamics. With deeper understanding of the quark-gluon structure of matter, scientists are poised to reach a deeper picture of these building blocks, and atomic nuclei themselves, as collective many-body systems with new emergent behavior. The development of a U.S. domestic electron-ion collider (EIC) facility has the potential to answer questions that are central to completing an understanding of atoms and integral to the agenda of nuclear physics today. This study assesses the merits and significance of the science that could be addressed by an EIC, and its importance to nuclear physics in particular and to the physical sciences in general. It evaluates the significance of the science that would be enabled by the construction of an EIC, its benefits to U.S. leadership in nuclear physics, and the benefits to other fields of science of a U.S.-based EIC.

The subject has aroused the curiosity of not only scientists but of the public as well and has facilitated the support needed to build and operate such expensive machines and experiments. The path forward has not been easy, however. Success in most projects has been mixed with failure, progress with ineptitude. The building of high energy accelerators is mostly a story of capable people doing their best to develop new and unusual technology toward some defined goal, with success and failure in uneven measure along the way. It is also a story of administrative imperatives that have had unpredictable effects on a project's success, depending mostly on the people in the administrative roles and the decisions that they have made.

The school took place at a mo ment when intensive efforts are mounted by the scientific community of Relativistic Heavy Ion Physics to meet the extraordinary challenge of the new upcoming physics opportunities. The gold beams of 10 GeV A at Brookhaven AGS have been sent to the experiments this Summer and we extent our congratulations to the persons and teams who made this possible. The Relativistic Heavy Ion Collider (RHIC) at Brookhaven is under construction and expected to allow experiments to see collisions in the intersec tion regions early 1998. The lead beams at the SPS at CERN scheduled for summer 1994 are eagerly awaited by 6 large experiments, and many scientists are planning the experiments at the planned LHC with heavy ions to be turned on before the year 2000. Seen against this background of rather fierce activity, we were most delighted when NATO accepted our application for an Advanced Study Institute oriented to the main subject of this young and dynamic field of research. We are very grateful to the Scientific Affairs Division of NATO and Dr. L. DaCunha, the director of the Advanced Study Institute program for giving our community this opportunity.
