Book excerpt: Excerpt from Experiments on the Supposed Deterioration of Varieties of Vegetables in Porto Rico With Suggestions for Seed Preservation Vegetable gardening in Porto Rico is a small industry and one in which there has been little progress for many years. Aside from the culture Of tomatoes, Okra, beans, pigeon peas, and starchy root crops, which are grown as horticultural crops, the farm garden is seldom seen. The commercial gardens are few and small and devoted to the culture Of few vegetables, these Often Of inferior type. The poor development Of the vegetable industry results from the unfavorable soil andclimatic conditions, a lack Of knowledge regarding the value of the best varieties and concerning good seed and its storage, and the production of seed at home. There is a belief that northern-grown vegetables degenerate quickly in Porto Rico and that the seed from even the first generation produces plants which are inferior to their parents. This belief results partly from the common practices in vegetable growing. On account of the heavy summer rains, the crops which are grown from seed are for the most part planted in the fall or winter. If seed harvested from these plantings is immediately sown, the plants as a rule give poor results, as they must contend with heavy rains, intense heat, and other unfavorable conditions. The unsatisfactory development and yield Of the plants are naturally but unfairly attributed to the rapid degeneration of the seed resulting from the effect of the tropical climate. Because of the high humidity, seed deteriorates rapidly in the Tropics if exposed to the open air, and, therefore, much of the seed Offered for sale by local dealers is almost valueless. Imported seed is Often several months Old when it arrives here, and it soon loses its viability, leaving the home product to supply the demand. The defective methods employed in collecting, curing, and storing seed render much of the seed harvested in winter useless for planting the following winter, and seed produced during the rainy season, when seed production is very low, Often must supply the demand. According to Urie Bronfenbrenner, one of the world's foremost developmental psychologists, laboratory studies of the child's behavior sacrifice too much in order to gain experimental control and analytic rigor. Laboratory observations, he argues, too often lead to "the science of the strange behavior of children in strange situations with strange adults for the briefest possible periods of time." Often introduced accidentally through international travel or trade, they invade and colonize new habitats, often with devastating consequences for the local flora and fauna. Their environmental impacts can range from damage to resource production (e.g. agriculture and forestry) and infrastructure (e.g. buildings, road and water supply), to human health. They consequently can have major economic impacts. It is a priority to prevent their introduction and spread, as well as to control them. Freshwater ecosystems are particularly at risk from invasions and are landscape corridors that facilitate the spread of invasives. This book reviews the current state of knowledge of the most notable global invasive freshwater species or groups, based on their severity of economic impact, geographic distribution outside of their native range, extent of research, and recognition of the ecological severity of the impact of the species by the IUCN. As well as some of the very well-known species, the book also covers some invasives that are emerging as serious threats. Increasing human populations have resulted in greater demands on semi-arid zones for providing human susten ance and the possibility that this may enhance desertification is a grave concern. These zones are harsh habitats for humans. The famines that resulted from drought during the late 1960's and the 1970's in the African Sahel illustrated the unreliability of present agricultural systems in this zone. Large fluctuations in ag ricultural production have occurred in semi-arid zones of Australia, North Ameri ca, and the Soviet Union due to periodic droughts, even though considerable ag ricultural technology has been devoted to agricultural development in these zones. The challenge to mankind is to manage these different semi-arid zones so that pro ductivity is increased and stabilized, and environmental deterioration is decreased. Irrigation can be used to increase and stabilize agricultural production in semi-arid zones as discussed in Volume 5 of this series, Arid Zone Irrigation. The present volume, Agriculture in Semi-Arid Environments, focuses on dryland farming in semi-arid zones, and is relevant to the large areas of the world where rainfall is limiting and where water is not available for irrigation. This volume is designed to assist agricultural development in these areas and consists of reviews and analyses of available information by scientists working in Africa, Australia, and at the U ni versity of California.

Careful study of these experiences might help successful productive development policies gain currency across the region. The cases in this book should not be seen as the exceptions that prove the rule of lackluster PDP performance, but rather as examples that demonstrate the rule can be broken.
