However, the malleable classroom-level determinants of student attendance are poorly understood. We estimate the causal effect of class size and observable teacher qualifications on student attendance rates by leveraging the random classroom assignments made by Tennessee's Project STAR (Student/Teacher Achievement Ratio) class size experiment. A ten-student increase in class size raises the probability of being chronically absent by about three percentage points (21%). For black students, random assignment to a black teacher reduces the probability of chronic absence by 3.1 percentage points (26%). These suggest that a small, but nontrivial, share (about 5%) of class-size and race-match effects on student achievement are driven by changes in students' attendance habits.

The research question guiding this project is: how does the measured relationship between per-pupil expenditure vary across studies that use different models? In concert with SREE's 2012 conference mission of "Understanding Variation in Treatment Effects", this project will inform policy-makers and practitioners on how the distribution of PPE slope estimates varies across different model specifications. A secondary purpose driving this research is to explore methods for synthesizing regression results when the models differ across studies. To date, few methods exist to synthesize regression models when those models use different sets of predictors (Becker & Wu, 2007). The data come from an NSF grant to explore methods for synthesizing regression coefficients, where the authors gathered and coded the education production function studies from Greenwald et al. (1996).

Book excerpt: The achievement gap between white students and African American and Hispanic students has been debated by scholars and lamented by policymakers since it was first documented in 1966. The average black or Hispanic secondary school student currently achieves at about the same level as the average white student in the lowest quartile of white achievement. Black and Hispanic students are much less likely than white students to graduate from high school, acquire a college or advanced degree, or earn a middle-class living. They are also much more likely than whites to suffer social problems that often accompany low income. While educators have gained an understanding of the causes and effects of the education achievement gap, they have been less successful in finding ways to eliminate it—until now. This book provides, for the first time in one place, evidence that the achievement gap can be bridged. A variety of schools and school reforms are boosting the achievement of black and Hispanic students to levels nearing those of whites. Bridging the Achievement Gap brings together the findings of renowned education scholars who show how various states, school districts, and individual schools have lifted the achievement levels of poor and minority students. The most promising strategies include focusing on core academic skills, reducing class size, enrolling students in more challenging courses, administering annual achievement assessment tests, creating schools with a culture of competition and success, and offering vouchers in big-city school districts. While implementing new educational programs on a large scale is fraught with difficulties, these successful reform efforts offer what could be the start of widespread effective solutions for bridging the achievement gap.

While economists have long had methods to estimate rates of return to additional years of schooling, until now there has been no method for analyzing returns to investments in school quality. This is regrettable, because many, if not most, government education policies focus on school quality. Empirical work using data from Ghana shows that investments in school quality have higher rates of return than investments in increased years in schooling. The bulk of the study is written by Paul Glewwe, with some coauthored and contributed pieces from his co-researchers Jaikishan Desai, Dean Jolliffe, Raylynn Oliver and Wim Vijverberg, who worked as research assistants on this project.
