Book excerpt: The Inequality of COVID-19: Immediate Health Communication, Governance and Response in Four Indigenous Regions explores the use of information, communication technologies (ICTs) and longer-term guidelines, directives and general policy initiatives. The cases document implications of the failure of various governments to establish robust policies to mitigate the spread of COVID-19 in a sample of advanced and low-income countries. Because the global institutions charged with managing the COVID-19 crisis did not work in harmony, the results have been devastating. The four Indigenous communities selected were the Navajo of the southwest United States, Siddi people in India, Aboriginal and Torres Strait Islander peoples of Australia and the Maasai in East Africa. Although these are all diverse communities, spread across different continents, their base economic oppression and survival from colonial violence is a common denominator in hypothesizing the public health management outcomes. However, the research reveals that national leadership and other incoherent pandemic mitigation policies account for a significant amount of the devastation caused in these communities. - Explores examples of pandemic mitigation practices in indigenous communities - Provides case studies of importance of ICTs in health care in 21st century pandemic management protocols - Presents real policy data collected from different continents from early days through the first year of the global pandemic

Book excerpt: This title was first published in 2000: An investigation of the performance of the electric power and telecommunication sectors of Pakistan at the firm level as well as the sector as a whole, seeking to identify and quantify the extent of inefficiencies. Since physical or financial or productivity indicators alone are not able to explain the duality of public infrastructure purposes, the financial and productivity indicators have been used in evaluating the performance of these sectors. Further, a Cobb-Douglas production function has also been used to calculate the trend in the growth of total factor productivity. Economies of scale have also been studied in the case of electric power generation. The results of the study show that in Pakistan one of the usual motives for privatization (to avoid the poor financial results of state enterprises) is not relevant for electricity and telecommunications enterprises. This, however, appears to be due to the financial subsidies they received, through access to low cost loan finance and grants, rather than to their efficiency in operations. By the economic criteria of growth of TFP none of the enterprises do well and two have a negative TFP growth. The case for reforming these enterprises is strong and alternative modes of organization, finance and ownership need to be considered.

The report focuses on four policy areas: the establishment of a development round of WTO negotiations to reduce trade barriers; global co-operation to expand trade outside the WTO; the adoption of pro-trade development policies by high-income countries; and enacting trade reforms in developing countries. The findings of the report suggest that developing countries could significantly increase their incomes, if all countries progressively implement the proposed trade reforms. This would result in a world with a much higher standard of living, an estimated 300 million people lifted out of poverty by 2015, and a significant increase in the number of children living beyond their fifth birthday throughout the developing world.
