Book excerpt: "This ninth volume of the International Social Security series, which studies the social security and retirement experiences of 12 developed countries, examines the effects of pension reform on employment at older ages. In the two decades since the project began, a dramatic decline in men's labor force participation has been replaced by sharply rising participation rates. Older women's participation has increased dramatically as well. While better health, more education, and changes in labor supply behavior of married couples may have affected this trend, these factors alone cannot explain the magnitude of the employment increase and its large variation across countries. Concurrently with rising participation rates, countries have undertaken numerous reforms of their social security programs, disability programs, and other public benefit programs for older workers. Using a common template for analysis across the 12 countries so that results are easily compared, the studies in this volume explore how financial incentives to work at older ages have evolved from 1980 to the present as a result of public pension reforms, and how much of the changes in employment over this period can be explained by these changing incentives. Overall, the findings support the hypothesis that social security reforms have strengthened the incentives for work at older ages, and that these enhanced financial incentives contributed to the rise in employment at older ages during this period"--

The model takes into account that a job not only provides economic security but also affirms a worker's social status, which is tied to their relative position in the labor market. Based on the results, the decline in relative earnings for non-college prime-age men over the last four decades is estimated to have raised their labor force exit propensity by 0.49 percentage point, accounting for 44 percent of the total growth in their labor force exit rate during this period.

Unionism is expected to reduce quits and permanent separations and raise job tenure by providing a "voice" alternative to exit when workers are dissatisfied with conditions. Empirical evidence supports this contention, showing significantly lower exit for unionists in several large data tapes. It is argued that the grievance system plays a major role in the reduction in exit and that the reduction lowers cost and raises productivity.

They have also helped to drive up job insecurity and inequality. Under what conditions do companies take alternative approaches to restructuring that balance market demands for profits with social demands for high quality jobs? In Exit, Voice, and Solidarity, Doellgast compares strategies to reorganize service jobs in the US and European telecommunications industries. Market liberalization and shareholder pressure pushed employers to adopt often draconian cost cutting measures, while labor unions pushed back with creative collective bargaining and organizing campaigns. Their success depended on the intersection of three factors: constraints on employer exit, support for collective worker voice, and strategies of inclusive labor solidarity. Together, these proved to be crucial sources of worker power in fights to keep high quality jobs within core employers, while extending decent pay and conditions across increasingly complex networks of subsidiaries, subcontractors, and temporary agencies. Based on research at incumbent telecom companies in Denmark, Sweden, Austria, Germany, France, Italy, UK, US, Czech Republic, and Poland, this book provides an original framework for analyzing cross-national differences in restructuring strategies and outcomes.
