These acts challenge long-standing hidden or silently tolerated injustices, but as they are unsupported by existing ethical rules they pose a drastic challenge to dominant norms. In Excessive Subjectivity, Dominik Finkelde rereads the tradition of German idealism and finds in it the potential for transformative acts that are capable of revolutionizing the social order. Finkelde's discussion of the meaning and structure of the ethical act meticulously engages thinkers typically treated as opposed—Kant, Hegel, and Lacan—to develop the concept of excessive subjectivity, which is characterized by nonconformist acts that reshape the contours of ethical life. For Kant, the subject is defined by the ethical acts she performs. Hegel interprets Kant's categorical imperative as the ability of an individual's conscience to exceed the existing state of affairs. Lacan emphasizes the transgressive force of unconscious desire on the ethical agent. Through these thinkers Finkelde develops a radical ethics for contemporary times. Integrating perspectives from both analytical and continental philosophy, Excessive Subjectivity is a distinctive contribution to our understanding of the ethical subject.

Furthermore, in some countries households and corporations have continued to accumulate debt. Drawing on the literature, the paper aims to provide a quantitative assessment of the gaps between actual and sustainable levels of debt and to identify the key factors that drive excessive borrowing. Results suggest that variables that are typically found important in studies focusing on borrowing decisions, are also relevant for explaining the debt sustainability gaps.

Book excerpt: The study of the cone of excessive measures associated with a Markov process goes back to Hunt's fundamental mem oir [H57]. However until quite recently it received much less attention than the cone of excessive functions. The fact that an excessive function can be composed with the underlying Markov process to give a supermartingale, subject to secondary finiteness hypotheses, is crucial in the study of excessive func tions. The lack of an analogous construct for excessive mea sures seemed to make them much less tractable to a proba bilistic analysis. This point of view changed radically with the appearance of the pioneering paper by Fitzsimmons and Maisonneuve [FM86] who showed that a certain stationary process associated with an excessive measure could be used to study excessive measures probabilistically. These station ary processes or measures had been constructed by Kuznetsov [Ku74] extending earlier work of Dynkin. It is now common to call them Kuznetsov measures. Following the Fitzsimmons Maisonneuve paper there was renewed interest and remarkable progress in the study of excessive measures. The purpose of this monograph is to organize under one cover and prove under standard hypotheses many of these recent results in the theory of excessive measures. The two basic tools in this recent development are Kuznet sov measures mentioned above and the energy functional.

Book excerpt: In The Excessive Subject: A New Theory of Social Change, Molly Anne Rothenberg uncovers an innovative theory of social change implicit in the writings of radical social theorists, such as Pierre Bourdieu, Michel de Certeau, Judith Butler, Ernesto Laclau, and Slavoj ?i?ek. Through case studies of these writers' work, Rothenberg illuminates how this new theory calls into question currently accepted views of social practices, subject formation, democratic interaction, hegemony, political solidarity, revolutionary acts, and the ethics of alterity. Finding a common dissatisfaction with the dominant paradigms of social structures in the authors she discusses, Rothenberg goes on to show that each of these thinkers makes use of Lacan's investigations of the causality of subjectivity in an effort to find an alternative paradigm. Labeling this paradigm 'extimate causality', Rothenberg demonstrates how it produces a nondeterminacy, so that every subject bears some excess; paradoxically, this excess is what structures the social field itself. Whilst other theories of social change, subject formation, and political alliance invariably conceive of the elimination of this excess as necessary to their projects, the theory of extimate causality makes clear that it is ineradicable. To imagine otherwise is to be held hostage to a politics of fantasy. As she examines the importance as well as the limitations of theories that put extimate causality to work, Rothenberg reveals how the excess of the subject promises a new theory of social change. By bringing these prominent thinkers together for the first time in one volume, this landmark text will be sure to ignite debate among scholars in the field, as well as being an indispensable tool for students.

The Argentine authorities see publication of these papers as part of their commitment to transparency and accountability in their operations. The documents were prepared pursuant to the Fund’s policy on excessive delays in the completion of Article IV consultations and mandatory financial stability assessments, which requires that staff informally brief Executive Directors every 12 months on the economic developments and policies of relevant members. The objectives of the policy are to promote re-engagement with members with excessively delayed consultations, and to share information with the Board to help it fulfill its surveillance function. Under current policy, the briefing documents are not published. Instead, a short factual statement is issued in a press release, noting that the Board was given an informal staff briefing on the member’s economy based on available information. Under the policy, the Fund decided against publication of the briefing documents since it was considered that publication could expose the Fund to a significant reputational risk if the analysis set out in the documents missed key vulnerabilities due to large information gaps created by the lack of consultation with the member. Also, outside audiences may not appreciate that the documents represent the views of staff, not the views of the Board, and do not constitute an Article IV consultation. A further concern was that publication could reduce the pressure on members to proceed with an Article IV consultation. In light of the current policy, any publication of these documents would require a change in policy approved by the Executive Board
