This report covers (1) the extent to which FPS's delegations program meets select federal standards and (2) whether FPS has followed its Interim Plan in reviewing delegations. GAO reviewed FPS's 2012 Interim Plan and data on delegations; compared FPS's Interim Plan to federal standards; and analyzed the six requests for new or renewed delegations FPS reviewed from June 2012 through March 2014.

Book excerpt: FPS relies on a privately contracted guard force (about 13,500 guards) to provide security to federal facilities under the custody and control of the General Services Administration. In 2010 and 2012, GAO reported that FPS faced challenges overseeing its contract guard program, specifically in ensuring guards' qualifications. GAO was asked to update the status of FPS's contract guard oversight. This report examines (1) how FPS's requirements for contract guards compare to those of selected federal agencies and challenges, if any, that FPS faces in ensuring its requirements are met; (2) the extent to which guard companies have documented compliance with FPS's guard requirements; and (3) the management controls FPS uses to ensure compliance with its guard requirements. GAO reviewed 31 FPS guard contracts, and analyzed guard files from 11 contracts, selected based on geographic diversity; interviewed officials from guard companies, FPS headquarters, and 4 of 11 FPS regions; and reviewed the contract guard requirements and processes at six federal agencies, selected for their comparability to FPS.

The Federal Protective Service and about 30 other federal agencies are responsible for protecting civilian federal facilities and their occupants from potential threats, in part, by assessing risks to their facilities. ISC-an interagency organization led by the Department of Homeland Security- issues standards for facility protection. GAO was asked to examine how federal agencies assess risk to their facilities. This report assesses (1) the extent to which selected ISC member agencies' facility risk assessment methodologies align with ISC's risk assessment standards, and (2) how ISC assists member agencies in developing risk assessment methodologies and monitors compliance with these standards. GAO selected 9 of 53 ISC member agencies based on their missions and number of facilities. GAO compared each selected agency's risk assessment methodology to ISC's risk assessment standards. ISC is required to enhance security in and protection of federal facilities government-wide; recommendations GAO makes are to ISC and not its member agencies. "

FPS, within the Department of Homeland Security (DHS), worked with NPPD to develop a staffing model and a Plan in 2013 and 2015 to help FPS manage its workforce. A 2015 Senate Appropriations Committee report included a provision for GAO to review the Plan. The committee also asked GAO to evaluate the staffing model. GAO examined (1) FPS's Plan and related human capital planning efforts and (2) how FPS designed and uses its staffing model. GAO assessed FPS's Plan and model to determine if they aligned with key workforce-planning principles and practices for designing staffing models. GAO identified these principles and practices from prior work and other sources. GAO also interviewed NPPD and FPS officials in headquarters and three regions selected to obtain regional variation such as in the number of FPS staff.
