Through the combined forces of his polemical, pedagogical, and professional efforts, this determined, newly appointed professor at the Vienna Academy of Fine Arts emerged in the late 1890s - along with such contemporaries as Charles Rennie Mackintosh in Glasgow and Louis Sullivan in Chicago - as one of the leaders of the revolution soon to be identified as the "Modern Movement." Book excerpt: This extensive text investigates how architects, planners, and other related experts responded to the contexts and discourses of “development” after World War II. Development theory did not manifest itself in tracts of economic and political theory alone. It manifested itself in every sphere of expression where economic predicaments might be seen to impinge on cultural factors. Architecture appears in development discourse as a terrain between culture and economics, in that practitioners took on the mantle of modernist expression while also acquiring government contracts and immersing themselves in bureaucratic processes. This book considers how, for a brief period, architects, planners, structural engineers, and various practitioners of the built environment employed themselves in designing all the intimate spheres of life, but from a consolidated space of expertise. Seen in these terms, development was, to cite Arturo Escobar, an immense design project itself, one that requires radical disassembly and rethinking beyond the umbrella terms of “global modernism” and “colonial modernities,” which risk erasing the sinews of conflict encountered in globalizing and modernizing architecture. Encompassing countries as diverse as Israel, Ghana, Greece, Belgium, France, India, Mexico, the United States, Venezuela, the Philippines, South Korea, Sierra Leone, Singapore, Turkey, Cyprus, Iraq, Zambia, and Canada, the set of essays in this book cannot be considered exhaustive, nor a “field guide” in the traditional sense. Instead, it offers theoretical reflections “from the field,” based on extensive archival research. This book sets out to examine the arrays of power, resources, technologies, networking, and knowledge that cluster around the term "development," and the manner in which architects and planners negotiated these thickets in their multiple capacities—as knowledge experts, as technicians, as negotiators, and as occasional authorities on settlements, space, domesticity, education, health, and every other field where arguments for development were made.

As the international state system und- goes dramatic changes in both security and trade relations in the wake of the Cold War’s end, the Asian financial crisis, and the attacks of Sept- ber 11, 2001, this question is now of critical importance to both academics and policymakers. Still, little research has been done to integrate the ana- sis of both regional security and economic dynamics within a broader c- text that will give us theoretically informed policy insights. Indeed, when we began our background research on the origin and e- lution of Asia’s institutional architecture in trade and security, we found that many scholars had focused on individual subregions, whether Nor- east, Southeast or South Asia. In some cases, scholars examined links - tween Northeast and Southeast Asia, and the literature often refers to these two subregions collectively as “Asia”, artificially bracketing South Asia. Of course, we are aware that as products of culture, economics, history, and politics, the boundaries of geographic regions change over time. Yet the rapid rise of India and its increasing links to East Asia (especially those formed in the early 1990s) suggest that it would be fruitful to examine both developments within each subregion as well as links across subregions.

Book excerpt: The 1960s and 1970s saw a marked change in the approach to built heritage conservation. From a focus on the preservation of individual buildings, attention turned to the conservation, regeneration, and reuse of entire historic districts. A key player in this process was the Belgian art and architecture historian Raymond Lemaire (1921–1997), yet beyond those in conservation circles few people know of his work and influence or even recognize his name. In this book, Claudine Houbart traces how the change came about and the role played by Lemaire. She describes his work and influence and in so doing provides a history of urban conservation over the last four decades of the twentieth century and beyond. The first chapter summarizes Lemaire’s background from his training during the Second World War and his work as a Monuments Man immediately after the war, to his role in the drafting of the Venice Charter and his appointment as Secretary General of ICOMOS (International Council on Monuments and Sites). The next chapter describes the rehabilitation of Great Beguinage in Louvain. Now a UNESCO World Heritage Site, the project was directed by Lemaire and is a perfect example of the restoration of an entire district. The following chapter provides case studies of his work in Brussels, demonstrating his methodology in action. The final chapter discusses the transposition of the model of the historic city to urban projects and summarizes Lemaire’s influence on heritage conservation today, particularly integrated conservation. His participation in drafting key conservation documents sponsored by the Council of Europe, UNESCO and ICOMOS, and his desire to revise the Venice Charter are discussed. The book’s conclusion reflects on what has gone before, ending aptly with Lemaire’s own words ‘the past, properly understood, is one of the references for judging the value of today and tomorrow’.
